Job Description
Responsibilities:
- Responsible for quarterly financial reporting; works with Project Management team to develop and refine financial reporting strategies, goals, and metrics.
- Provides direction and oversight to cost team during preparation of quarterly financial reports; provides quality checks and leads internal reviews prior to report issuance.
- Prepares Project Controls plans, including detailed internal professional services utilization/staffing plans by discipline.
- Provides guidance and assistance to cost team for any ad-hoc reporting.
- Provides technical direction, training, day-to-day supervision and coaching to project assigned Project Controls personnel.
- Assists in preparing cost data for proposals or contract negotiations.
- Conducts personnel performance reviews, when delegated.
- Performs or coordinates quantity development and verification for discipline or specialty. Develops, or assists in the development of, quantity bases for the assumption.
- Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards.
- Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.
- Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use of and definitions for the cost accounts.
- Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty applications.
- Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
Qualifications and Skills:
- Bachelor’s Degree in Engineering, Construction Management, Finance or related field with 6 years Project Controls, Commercial Operations, and/or Prime Contracts experience OR In lieu of degree 8 years of Project Controls or cost control experience.
- Minimum 2 years of supervisory experience and skills in applying team building leadership.
- Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, cost analysis and financial reporting
- Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
- Skilled in oral and written communication.
- Proficient in the use of Microsoft Excel and Access
- Experience with financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls
- Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
- Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
Preferred Qualifications:
- Previous AT&T Project / Telecommunications industry experience preferred.
