PROJECT OVERVIEW

We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest. 

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

This position is located in the Richland, Washington office. The core office hours for the department allow for telecommuting on Mondays and Thursdays and working in the office on Tuesdays and Wednesdays. The person selected for this position will be expected to work in the office on Tuesdays and Wednesdays and telework on Monday and/or Thursday. The working hours for each day and the teleworking day(s) selected will be flexible depending upon the selected candidate’s needs, however, the candidate will be asked to commit to a working schedule within the core department hours allowing for at least 20 hours but no more than 39 hours per week.

POSITION SUMMARY

The Hanford Waste Treatment and Immobilization Plant (WTP) is looking for a Part-Time Closeout Buyer in Richland, Washington, Part-Time Closeout Buyer performs tasks involved in the administration of purchase orders for closeout duties. This includes communication with suppliers and personnel within Bechtel to assure performance to purchase order terms and conditions. This position also prepares closeout documentation and submits final records for retention. 

JOB DIMENSIONS

A. Supervision Received

 Reports to and receives operational direction from the Purchasing Supervisor.

 Requires light supervision during performance of purchasing activities. 

B. SUPERVISION EXERCISED

 None 

C. CONTACTS

 Maintains working relationships with project Procurement personnel and project discipline personnel to perform assigned duties.

 Maintains working relationships with those suppliers involved with the performance of assigned tasks. 

RESPONSIBILITIES

  • Administers assigned purchase orders, performing the following functions:
  • Creates documentation required for purchase order closeout process.
  • Reviews invoicing and receiving documentation to ensure performance in accordance with purchase order.
  • Establishes files and controls for all outgoing and incoming correspondence on each assigned order.
  • Monitors supplier performance for conformance to commercial terms.
  • Initiates follow-up actions with the supplier or in-house functional group to ensure performance in accordance with contract terms and conditions.
  • Informs or works with other project Procurement personnel as assigned to the administration of the purchase order.
  • Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
  • Submits final record to Project Document Control for record retention. 

QUALIFICATIONS AND SKILLS

BASIC QUALIFICATIONS

  • Bachelor’s degree and three years of professional related work experience, or in lieu of degree, nine years of progressive, related work experience including but not limited to Procurement and Contracts preferably in an engineering, procurement, and construction environment. 

MINIMUM QUALIFICATIONS

  • Possess the legal right to work and remain in the United States without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. Good written and verbal communication skills.
  • Knowledge of standard computer applications such as Microsoft Office.
  • Must be able to commit to a consistent schedule, totaling 20 or more hours per week, but less than 40, within project/office core hours. 

PREFERRED QUALIFICATIONS

  • Previous experience working on the Hanford Tank Waste Treatment and Immobilization Plant. 
  • Knowledge of business administration procedures, techniques, and business ethics.
  • Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
  • Knowledge of the legal and commercial aspects of procurement.
  • Skill in working with, and communicating effectively both orally and in writing with other project functional groups, primarily Engineering, Construction, Project Management, and other services
