Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot, approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. PCAPP began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit for duty and be able to work safely at an operating plant. Eligible applicants must be a U.S. citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within the local community are desirable.
Position Summary:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an Administrative Assistant for the Operations organization in Pueblo, Colorado. This position will report to and receive day-to-day direction from Operations management, yet the position will report to the Office and Administrative Services Administrative Support Supervisor from a functional standpoint. Under supervision commensurate with the level of capability and experience, this role performs a variety of administrative and/or clerical functions for the project’s Operations organization. Principally, the position will be responsible for gathering and compiling data essential to the administration of the organization and help prepare simple to complex correspondence and reports, while communicating with multiple Project departments. Interfaces with all levels of project personnel, and performs other duties as assigned.
This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
This is a long-term assignment with a 4/10s schedule. The work hours are from 6:30 AM–5:00 PM Monday–Thursday. This position may require additional overtime hours as deemed necessary.
Responsibilities:
This position’s responsibilities include, but are not limited to, the following:
Compose formal correspondence for manager’s signature. Establish a process for monitoring manager’s open actions and follow-up to ensure closure. Independently anticipate problems and changing priorities; alert manager and adjust to manager’s schedule and commitments accordingly.
Gather and compile support data for the preparation of documents.
Assist Operations management [NJ(1] in completion of the various administrative tasks required by the Operations organization.
Monitor areas of operations performance, as assigned.
Review the quality of deliverables to ensure that all documents conform to established standards and procedures.
Interface with internal and external customers on a routine basis; interface with other groups in the resolution of questions or problems.
Maintain the electronic and hard copy filing system of project documents or departmental documents (e.g., manuals, procedures, communications, or any other department‑specific materials).
Assemble information (e.g., status reports) for manager and other department or project personnel, as requested.
Provide general and technical support to project personnel in the use of Operations-related platforms and systems.
Arrange and track department training; maintain relevant corresponding records.
Manage various mailboxes and calendars in Outlook, which may include maintaining other department specific distribution lists, correspondence templates, and schedules.
Serve as delegate in expense reporting system, processing expense reports on behalf of department staff.
Serve as a timecard proxy for department.
Support department meetings with preparation of meeting materials, generation of meeting minutes, and tracking of department action items and assignments.
Maintain and order offices supplies.
Develop written desk guidelines as needed.
Instruct others in project/department applicable work processes in clerical, administrative, and/or document control activities.
Based on inputs from managers, accurately prepare final tables, reports, and presentations and maintain databases.
Perform quality control of scanned images and data entry.
Extract reports and perform a variety of queries using standard office automation tools and the project ECMS (InfoWorks).
Perform other duties as assigned by manager and/or as requested by other team members.
Perform other administrative duties as assigned by manager.
Work overtime or adjust schedule on a short notice if necessary.
Qualifications and Skills:
Basic Qualifications:
Requires a high school diploma, or equivalent, and 5 years of related experience.
Must be US Citizen or lawful permanent resident.
Must be able to obtain and maintain unescorted access to the Depot.
Must be able to demonstrate intermediate skills using Microsoft Excel, Word, Outlook, and PowerPoint. A skills assessment will be administered to test proficiency.
Must be able to demonstrate intermediate written and verbal communication skills—including grammar and punctuation. A skills assessment will be administered to test proficiency.
Minimum Qualifications:
Demonstrated knowledge of administrative processes and procedures.
Ability to prepare and distribute project correspondence.
Ability to maintain and order standard office supplies.
Skilled at maintaining multiple Outlook calendars and scheduling meetings.
Ability to setup meetings, prepare materials, and produce meeting minutes.
Ability to handle matters of a sensitive and confidential nature.
Ability to extract, compile, and analyze data for correspondence and reports.
Ability to review deliverables and monitor quality to ensure all documents conform to established standards and procedures.
Must be proactive, use individual initiative, follow assignments through to completion, and be attentive to detail, quality of work products, and deadlines.
Ability to perform multiple tasks and adapt to changing priorities.
Skilled at data entry.
Experience with InfoWorks or similar ECMS.
Demonstrated ability to set up and maintain project or departmental filing systems and procedures.
Excellent verbal and written communication skills.

Previous administrative experience in operations related work environments.
Knowledge of technical vocabularies and terminology common to project activities.
Understanding of condition reporting systems and their associated reports.
