Overview of Role

The postholder is a subject matter expert in pedestrian modelling. Responsibilities include both the management and hands-on development of signal schemes primarily focused on modelling, simulation, design, audit and network impact assessment, with a focus on pedestrians.

The postholder provides industry leading technical knowledge of one or more pedestrian modelling packages and works to ensure the development and use of these packages fits with the strategic aims of the Mayor.

Through the efficient and effective use of London's Traffic Control system, congestion management, modelling, and other tools, the post holder will enable the performance of London’s road network to achieve the objectives of the Mayor's Transport Strategy.

The post holder will be involved in pedestrian modelling and scheme design, managing modelling projects, developing and implementing new software and associated technological solutions.

Key Accountabilities

• In support of TfL’s Network Management Duty, through the use of advanced modelling techniques, plan and supervise the provision of detailed pedestrian network impact assessments of schemes, to analyse the impact changes to the road network, and support the TfL Traffic Manager’s Network Performance Delivery (NPD) team.

• In relation to the assessment and optimisation of transport schemes in London, provide specialist technical and analytical transport modelling guidance to clients, consultants, sponsors, highway authorities, designers and internal staff. 

ʉۢ Supervise modellers to develop, audit and enhance the design of schemes through the use of LEGION or other pedestrian modelling packages and drive the area of expertise forward by pioneering new techniques or applications of existing techniques.

• Give specialist guidance and training to the team in support of the development of modelling capability through methodologies, techniques and applications.

• Plan, review, influence and supervise assessment studies in relation to traffic control strategies, modelling applications and developing innovative techniques.

• Liaise and collaborate with relevant TfL and external partners, suppliers and stakeholders to develop best practice and interfaces between modelling platforms. To evaluate new software and assess its suitability for use in NPD.

• Provide expertise in the processes required to successfully audit a fit for purpose traffic model by administering updates to Model Audit Process (MAP). Encourage best practice by continually revising TfL Traffic Modelling Guidelines.

• Develop and deliver training to internal staff and consultants on relevant transport modelling software, tools and techniques as required by NPD.

• Support and monitor the progress of the team's work, against agreed work schedules, identifying and agreeing corrective actions where necessary.

• Manage consultants to support the development of transport models or modelling techniques for NPD requirements.

Skills, Knowledge & Experience

Skills

• Excellent oral and written communication skills with the ability to impart knowledge to others.

• Good presentation skills and proficiency with MS PowerPoint.

• Experience and ability to write professional and concise reports of a technical nature to various audiences.

• Excellent numeracy with the ability to analyse engineering data.

• Good keyboard skills and proficiency with MS Office WORD, EXCEL & ACCESS.

Knowledge

• Chartered or incorporated engineer/modeller with relevant experience in traffic modelling and scheme design 

• Industry leading, specialist in-depth knowledge and understanding of relevant modelling tools, 

• Considerable expertise in the practical application of traffic assignment (SATURN, VISUM or AIMSUN) or micro-simulation (LEGION, VISSIM, AIMSUN or PARAMICS) tools.

• Awareness and understanding of Urban Traffic Control and local control techniques including SCOOT.

Experience

• Extensive experience and proven success in the field of transport modelling, particularly the effective operation of a complex urban road network for all modes of transport.

• Experience of the integration of micro-simulation with SCOOT (online) is desirable.

• Experience in the management of projects in accordance with agreed timescales.
