Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016. 

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary

This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Network Infrastructure Analyst at the Pueblo, CO location. This position will report to the Automation Supervisor at the PCAPP project. This position supports the efforts of information technology within a discipline, including network/telecommunications and will include specific cybersecurity oriented activities. Occasionally performs moderately complex assignments that require initiative and independent judgment in the selection and use of established principles and procedures. Performs a wide range of work activities in a variety of contexts to support network and infrastructure operations within the Facility Control System Network. Assists team members with information technology activities. This position will be functionally positioned within FCS Information Systems & Technology and will be responsible for project communication systems and maintaining information technology best practices on the Automation Controls information systems.

 

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday. This position may require additional overtime hours as deemed necessary.

 

Responsibilities 

Plans, schedules and monitors own work within a limited time horizon, using applicable methods, procedures, tools, equipment and standards effectively with only occasional reference to others

Responds to customers’ needs, questions and concerns in an accurate, effective and timely manner and expedites corrective actions

Recommend, Specify and Implement infrastructure communications equipment

Works with system stakeholders to define timeframe requirements

Maintains change and configuration control of system components

Manages & maintains Cisco maintenance contract for project equipment

Installs, configures, and manages local area network/wide area network and telecommunications components such as data switches, routers, and information security equipment

Develops and maintains infrastructure logic drawings, operating procedures, and guidelines

Deploys, manages, configures and monitors infrastructure monitoring & analyzing tools (e.g. SNMP managers, log aggregators)

Assists in managing project network address schema (IP ranges, DHCP configurations, DNS, etc.)

Prepares preventative maintenance schedules and backup programs necessary to ensure a robust infrastructure operating environment

Installs and upgrades software/firmware and performs regular maintenance on infrastructure devices and automation information system components

Assures that all work processes are properly tracked to support cybersecurity program under a Risk Management Framework (RMF) – see NIST 800-53 and DoDI 8510.01

Resolves problems and faults concerning installation of hardware, software or firmware

Supports, monitors, tests, and troubleshoots hardware, software and firmware problems pertaining to systems under purview

Applies computing environment specific cybersecurity program requirements to identify areas of weakness

Applies appropriate security controls and assesses the performance of those controls as identified by supervision

Assists Cybersecurity in performing system audits to assess security related factors within the system(s) under purview

Performs security test and evaluations to support system authorizations

Follows cybersecurity procedures necessary to support authorization status of the system(s) under purview

Other duties as assigned

 

Qualifications and Skills

Basic Qualifications

Level 1: Bachelor’s degree in Computer Science, Engineering, Information Technology, or related discipline from an accredited college or university and 6 years of professional, relevant experience in Network Systems; or in lieu of a degree, 12 years of professional, relevant experience in Network Systems.

Level 2: Bachelor’s degree in Computer Science, Engineering, Information Technology, or related discipline from an accredited college or university and 9 years of professional, relevant experience in Network Systems; or in lieu of a degree, 15 years of professional, relevant experience in Network Systems.

This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.

Must be a US Citizen.

Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *

Must obtain within 6 months of employment a qualifying DODI DODI 8570.01-M IAT II certification (e.g., CompTIA Security+ CE).

 

Minimum Qualifications

Extensive hands-on experience with LAN design, implementation, performance tuning and troubleshooting with network switches, routers, firewalls, and wireless communications technologies

Good working knowledge of enterprise LAN/WAN routing protocols (static, D-V, & L-S)

Medium scale local area network experience required

Self-starter, willing to take ownership and work with minimal supervision

Strong working knowledge of Ethernet in its various configurations and permutations, including both copper and fiber optic

Solid understanding of common Internet, networking, & communication protocols and applications (TCP/UDP, IP, DNS, CIFS/SMB, VoIP, SNMP, HTTP/S, SSH, SSL, etc.)

Basic knowledge of project management concepts and tools

Ability to handle customer interactions in a professional, accurate, effective and timely manner

Excellent Analytical skills and ability to articulate ideas and write clear and concise reports

Must meet DODI 8570.01-M IAT II certification within 6 months of employment

Windows server and Active Directory administration experience

Experience with system backup and recovery software

Solid working knowledge of Microsoft LDAP and Active Directory

Ability to produce logical and physical network diagrams using Microsoft Visio

Strong documentation skills using project provided templates

Strong SNMP & system management protocols understanding

Ability to collaborate and maintain solid working relationships with internal and external peers

Works well with others both senior and junior in experience – both a good student and good teacher

 

Preferred Qualifications

Active DoD 8570.01 IAT level II certification (e.g. CompTIA Security+ CE)

Experience supporting network and servers in an operating plant or lab environment

Proficiency in network forensics and analysis tools Including: Splunk, Wireshark, and NMAP

Competent w/ Linux/Unix OS and utilities

Experience establishing an SNMP based system monitoring & alerting architecture/solution

Possesses a CISCO Certified Network Professional (CCNP) Certification

1+ years’ experience within a NIST RMF program (e.g. DoDI 8510.01, DOE o 205.1B)
