Position Purpose

Under the overall guidance of the PBF Coordinator, the M&E Analyst (NOB)  will be responsible to provide M&E support to agencies, the Joint Steering Committee (JSC) and CSOs to ensure quality delivery and high results.  The M&E Analyst will design M&E strategies and plans, and lead on perception surveys. The M&E analyst will contribute to the design and development of project proposals.

Duties and Responsibilities

Under the day-to-day supervision of the PBF programme coordinator, the M&E Officer will provide M&E support to on-going PBF supported projects in Liberia. This position is a local post opened to nationals.     

• Provide M&E related support to the JSC, including monitoring and analysis of PBF supported projects implementation progress,

•Facilitate potential field visits by the JSC;

• Collate information from project management teams and prepare written inputs to the reports including a detailed annual report which will be reviewed and approved by the JSC and subsequently submitted to PBSO;

• Finalize/compile the PBF supported projects Results Framework, prepare an M&E Plan and monitor progress in achieving project outcomes, including through producing tools for collection of data (such as perception surveys), collecting baseline data and implementation data, and undertaking field visits;

• Record monitoring data and analyze it for accountability and learning purposes;

• Support to organization of relevant perception surveys

• Provides advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, and change management processes.

• Maps CO HR business processes and elaborates on the content of internal Standard Operating Procedures (SOPs) in HR management.

Ensure that collection of data and analysis for monitoring the PBF supported projects is gender sensitive;

•  Accompany project evaluations and support the evaluative exercises of the PBF programme led by PBSO.

• Ensure effective communication of project management and operational issues;

• Control establishment and maintenance of proper electronic and paper filing systems for record keeping; and

• Any other related tasks as directed by the JSC through the PBF Programme Coordinator.

• Coordinate linkages and communication within and among the project management teams;

• Provide training activities on M&E for project management staff and partners working on the PBF projects, in line with PBF Guidelines requirements;

• Organize specific project impact monitoring and evaluation trainings;

• Provide monitoring, reporting and evaluation guidance to PBF projects

Provide quality assurance and guidance to project management teams with regards to timely and quality project reporting (semi-annual/annual/final) to JSC and PBSO;

• Draft PBF Secretariat project reports for JSC and PBSO;

• Actively participate in the UNSDCF M&E Working Group 

Organize and conduct joint field monitoring visits with relevant stakeholders including Implementing Partners as appropriate;

• Accompany project evaluations and support the evaluative exercises of the PBF programme led by PBSO.

• Ensure effective communication of project management and operational issues;

• Control establishment and maintenance of proper electronic and paper filing systems for record keeping; and

• Any other related tasks as directed by the JSC through the PBF Programme Coordinator.

Tackling reporting responsibilities and meeting different programme’s reporting requirement at  different stakeholder’s levels

• Provide the Project Manager with timely, efficient, effective, and relevant progress reports

• Report monthly, quarterly, semi Annually and annual on all activities to the Project Manger.

• Prepare quarterly Reports on all components, following donor’s guidelines and agreed formats.

• Closely coordinate with the Project team members to collect their quarterly progress reports on the Project implementation and development. Develop Monitoring and Evaluation reports on the project’s interventions in line with the identified objectives and aimed results.

Requirements:

Education

  • BSC degree (4) years Master’s Degree (2) years or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
  • BSC degree (4) years Master’s Degree (2) years’ Experience, of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web-based management systems
