Project Overview:

Bechtel is part of the Northrop Grumman Corp. team preparing to deliver the U.S. Ground-Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of intercontinental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration. A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Position Summary:

Assigned to the Construction organization and reporting to the Module Manager as the Site Supervisor at the Module fabrication facility. The successful candidate will be responsible for supervising day to day operations of a 7-10 person multi-function Bechtel team including coordination with the module fabricator, customer representatives, and government stakeholders. Responsible for all jobsite activities and ensures operations are in compliance with design and specifications, and that operations are completed on schedule, within budget and to quality standards established in the fabricator’s contract.

 

Postion will start in Ogden, UT for approximately 2 months and then transition to the fabrication facility in a location yet to be determined in the Pacific Northwest area.

 

Responsibilities:

Coordinates activities of Bechtel personnel, fabricators, and suppliers in the execution of module fabrication.

Responsible for day-to-day supervision of personnel including field engineering, quality control, contract administration, cost and schedule, field procurement, document control, and administration.

Responsible for ensuring development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy Module Execution Plan, and job-site rules.

Responsible for implementation of Bechtel’s Zero Accident safety program, security, housekeeping, and fire protection on the construction site and ensures strict adherence to federal and state safety codes.

Ensures the field organization is composed of qualified and knowledgeable personnel, and ensures effective personnel utilization.

Establishes, coordinates, and implements schedules, methods, manning charts, material and equipment requirements in support of module fabrication.

Controls all job-site expenditures for labor equipment, material and services and ensures field operations are within the budget.

Responsible for overall module fabricator performance and analyzes performances for adherence to quality standards and schedules.

Supports establishment of procedures with the Project Field Engineer and Module Manager to ensure all operations meet contract and program requirements.

Ensures corporate policies and procedures are fully implemented as applicable. Ensures project field procedures to be worked in conjunction with the corporate standards, as necessitated by project conditions and client requirements.

Maintains effective client relationship and is the primary contact for client's communication at the module fabrication facility.

Maintains an effective relation with other functional departments, client, and stakeholders.

Implements and administers a job-site security plan and coordinates the activities with corporate Security department.

Coordinates all job-site's contractual activities. Participates in contracts and subcontracts negotiations.

Directs the development and implementation of a training program to ensure subordinate personnel receives progressive training to enable them to assume additional responsibilities.

Implements safety programs and ensures strict adherence to federal and state safety codes.

Promotes a quality culture by ensuring:

Project specifications and standards are consistently met.

Work discrepancies are quickly identified and corrected.

Teamwork within the subcontract management team is promoted, developed, and maintained.

Materials are properly controlled.

Constructability reviews are performed before design documents are released for construction.

Project quantities are properly forecasted and reported.

Support surveillances and quality audits.

 

Qualifications and Skills

Basic Qualifications:

Bachelors’ degree from an accredited university in an engineering, construction management, manufacturing, or related field with 13+ years of related professional experience. In lieu of degree, must have 19+ years of related experience.

Must be a US citizen.

Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.

Possesses an active security clearance, or the ability to obtain a security clearance.

Must be able to obtain a site security badge.

Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

This project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends, and/or night shift when a business need arises.

 

Minimum Qualifications:

Demonstrated leadership in a team-based environment.

3 years supervisory experience.

Knowledge of the phases of project scoping, planning, and execution relating to the construction of multi-discipline works.

Experience managing both subcontracted and self-performed construction or fabrication.

Thorough knowledge of Bechtel’s Zero Accident Philosophy or equivalent.

Familiar with Standard Work Process Procedures (SWPPs).

Thorough knowledge of the content and implementation of Quality Policies.

Thorough knowledge of state, federal and local contracting requirements and other government compliance standards.

Knowledge of the use of subcontracts, and the contractor and subcontractor’s responsibilities contained in subcontract documents.

Knowledge of labor laws including a working knowledge of unionized and open shop labor.

Execution experience managing work of $60M or greater.

Experience leading teams to meet significant milestones.

 

Preferred Qualifications:

Prior experience with module fabrication in a supervisory or professional position.

5 years of supervisory experience including management of multifunctional organizations.

Prior Earned Value Management experience and training.

Knowledge of the basic tenants of ISO9000 and AS9100.

Experience with, or exposure to Bechtel innovations such as Smart Completions, Advanced Work Packaging (AWP), Teamworks, etc.

Working knowledge of current design codes and standards such as IBC, SMACNA, ASME, NFPA, NEC, ACI, ASCE, and others.

Execution experience managing work of $200M or greater.

Experience with the US Army Corp of Engineers.

Current DOD or DOE security clearance.

Prior experience with US Ground-Based Missile Defense, Minuteman, or Peacekeeper weapons programs.
