The Design Authority plays a pivotal role in securing Parliaments future by setting architectural and engineering strategies and design standards and monitoring their implementation during projects and programmes delivering the work plan. It promotes the conservation of the historic estate and its sustainability targets working alongside specialists support services, including corporate real estate physical and digital asset management, work space planning, maintenance and project teams.

Job description

The Mechanical Engineer will support and deputise for the Lead Mechanical Engineer on the installation and replacement of mechanical and specialist building services across the buildings on the estate. Your key responsibilities will include:

You will develop life cycle strategies for these services and be responsible for the Parliamentary design guides and standards and lead research into new and emerging technologies.

Write briefs in your specialist area for your own and others project and feasibility studies of up to several £m.

Provide expert support to ongoing projects and programmes, initiate improvements and ensure lifecycle value for money.

Brief, appoint, lead and manage external consultants to enable delivery of mechanical engineering infrastructure work.

Develop business cases in accordance with the Treasury Green Book and Parliamentary processes. And provide specialist business case support to others on complex projects to ensure funding

Responsibilities

The success candidate will have the following skills/experience:

Experience of procurement, contract management, KPI’s standard contract such as NEC3

Knowledge of the tender processes, contract management ,finance, public procurement as well as listed building and safety regulations.

Ability to develop mechanical engineering strategies, standards, design guidelines and briefs across a range of building service

Experience as a onsite representative overseeing site installations, monitoring, testing and commissioning complex mechanical services and equipment.

Understanding of RIBA stages (Plans of work)
