Project Overview:

 Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.  

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary:

Performs functions of project site materials management, including receipt, storage and issue of project materials, consumables, and equipment; documentation and data entry, site equipment and facilities rentals, and material control in the warehouse, lay down yards, and jobsite locations.

 

Reports to and receives operational direction from the Materials Management Supervisor.

Receives functional direction from the Project Material Execution Manager.

Maintains direct working relationship with Project Procurement, Field Project Controls, discipline Field Engineers, Field Procurement, Automation Support, Construction Superintendents, (Sub) Contractors, and site Customer personnel to ensure that Construction personnel are provided with materials to support the completion of construction work.

 

Responsibilities:

Implements Materials Management Plan with respect to applicable commodity groups, within area of responsibility.

Ensures adherence to the Material Responsibility Matrix by all responsible parties.

Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups.

Implements the planned construction activities and work packaging structure on the project through coordination with Field Engineering, Construction, and/or (Sub) Contractors, and Project Controls.

Determines, with the functional groups, the best strategy for fabricated systems that provide the most overall value on the project.

Implements planned inventory control mechanisms, such as min-max and bag-and-tag, and uses the Bechtel Procurement System (BPS) tools to ensure that construction material requirements are met.

Identifies early on which surplus or unneeded materials should be returned to storage.

Coordinates material availability in support of design revisions, rework, contingency or work-around plans.

Participates in Construction and/or (Sub) Contractor planning meetings to be fully aware of changes in installation plans and priorities.

Coordinates with warehouse personnel for materials to be issued direct to the installation area, as opposed to being controlled in storage.

 

Qualifications and Skills:

Basic Qualifications:

Bachelor’s degree and 6 or more years of professional related work experience, or in lieu of degree, 12 years of progressive, related work experience.

Must be a US citizen

Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications:

Experience in material receiving processes, material coordination with Engineering   

Understanding of physical counts and inspection of arriving material.

Experience in inventory control mechanisms and processes

Thorough understanding of Bechtel Procurement System

Thorough knowledge of material control, and coordination with Construction  

Understanding of Supply Chain Management processes.

 

Preferred Qualifications:

 Advanced knowledge of either project Procurement operations related to the acquisition of materials on projects, or of the Engineering discipline within the area of responsibility, the work process, and the deliverables produced (must have a basic knowledge of the other). 

Advanced knowledge in the use of the Bechtel Procurement System (BPS), including drawing takeoff input, Look-Ahead Viewer, input of requisitions, and goods and services codes.

 Advanced knowledge of Project Bechtel Standard Applications Programs (BSAP) and their modes of data interfacing with BPS and each other.

Knowledge of vendor, fabricator, contractor, Customer and other outside data systems and how those systems interact with BPS.

Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting.
