Bechtel provides expert engineering, environmental, engagement and project management support to HS2 as a Delivery Partner across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist her Majesty's Government in making investment decisions.

HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key

part of the engine to make this happen.

This role has an anticipated start date of February 2022. It carries a part time tele-working status, which provide the opportunity to work from home part of the time and in the London office approximately 5 days per fortnight.

 

We are seeking to hire into Bechtel on a permanent basis, your first project will be with HS2.

 

Line of Route Engineer (Petitions Team)

 

1.     Job purpose

 

The LOR Engineer will work within the Hybrid Bill Directorate (HBD) Technical Team to support the Senior Engineering Manager in leading and managing the delivery of engineering input in support of the successful passage of the hybrid bill for Phase 2b Western Leg of HS2 through Parliament.

3.     Role of Directorate/Department

 

The Hybrid Bill Delivery Directorate is primarily responsible for the passage of hybrid Bills through parliament with a secondary function of supporting the wider business is all matter relating to obtaining and applying the powers and consents required to build the new railway. An immediate priority for the HBD is supporting the production, introduction and successful passage of the hybrid bill for Phase 2b (Western Leg) of HS2 through Parliament in line with HS2 Ltd and Government objectives. Phase 2b (Western Leg) of HS2 is the section of HS2 from the Crewe to Manchester. The Technical team is responsible for providing the necessary specialist engineering and environmental support to the Directorate to support the promotion of the Bill, its additional amendments and other consenting processes.

 

The Engineering Manager is responsible for supporting the Senior Engineering Manager in the provision of engineering support during the passage of the Bill.

 

The role requires travel, primarily along the line of route, and remote working will be required to meet key stakeholders. The role also requires attendance at public engagement events outside normal working hours.

 

4.     Accountabilities

 

·     Support the provision of expert engineering input required to support the passage of the bill through Parliament, including the production of Additional Provisions.

·     Identify and assess the key engineering issues and risks from petitions and develop, including by developing proposals for changes to the design of the project or by ensuring that an evidence base is created enabling HS2 Ltd is able to defend its position in Select Committee.

·     Manage the preparation of engineering advice, materials and documentation for petition management meetings and engagement events, including Select Committee exhibits and briefings for HS2 expert witnesses.

·     Attend meetings with petitioners to understand concerns and priorities and to identify engineering solutions that deliver local benefits whilst being safe, meet technical standards and requirements, are cost effective and otherwise acceptable to HS2 Ltd and Government.

·     Attend external engagement meetings and events, serving as an advocate of HS2 and promoting the benefits of the design and route, engaging with and influencing a variety of external stakeholders, such as MPs and local residents.

·     Promote the engineering discipline within HS2 Ltd.

·     Work collaboratively with a team of staff and other professional and legal advisers to meet Directorate objectives.

 

5.     Required criteria

 

Skills:

·     Ability to understand complex design problems and contribute to problem solving whilst maintaining attention to detail.

·     Ability to carry out robust independent checks on a wide variety of designs and produce, interpret and assess specifications, standards and technical reports.

·     Ability to establish and maintain strong working relationships with a range of multidisciplinary stakeholders.

·     Ability to communicate, engage and influence a variety of external stakeholders.

·     Ability to communicate engineering principles to stakeholders.

·     Strong written and spoken communication skills.

·       Strong planning and organisational skills, and the ability to deliver under pressure to meet tight deadlines whilst gathering input from other functions.

Knowledge:

·     Degree in Civil or Mechanical Engineering.

·     Chartered engineer (or equivalent relevant experience).

 

Type of experience:

· Experience of managing design and engineering, ranging from feasibility to detail design, working on a large, complex infrastructure project.

·       Extensive experience of working with PSCs and other providers of professional advice.

6.     Decision making

 

The post holder can decide the following:

 

·     Give technical advice with respect to the review and assessment of engineering design, communicating with internal stakeholders and contractors to ensure compliance with standards and regulations. Works within broadly defined guidelines, principles and policies advising others to achieve HS2 Ltd and Government objectives.

 

The following decisions are referred for approval:

 

·       Complex decision making may be escalated to the Senior Engineering Manager or made collectively with input from the Senior Engineering Manager and Senior Engineering Lead.

 

7.     Dimensions

 

·     No direct budget but jointly responsible for management of c£250m petition management contingency against a project cost and a project cost risk of several billion pounds. Decisions have indirect impact of high value.

·     Responsible for efficient use of contracted legal and other specialist and professional advisers.

 

8.     Key contacts

 

·     Other Technical Team colleagues including Environment and Traffic & Transport specialists.

·     Land & Property, ID and, Phase 2a and Phase 1 colleagues in support of bill management on a daily basis and by a mix of email, telephone and face to face meetings.

·     Department for Transport Bill Team and wider High Speed Rail Group colleagues in support of bill management, on a daily basis and by a mix of email, telephone and face to face meetings.

·     Legal team (barristers and specialist Parliamentary Agents) in support of bill management, on a daily basis and by a mix of email, telephone and face to face meetings.

 

9.     Complexity

 

·     Providing an essential engineering input, requiring extensive interaction with multidisciplinary teams across HS2 Ltd as well as providing engineering support to petition management teams to help facilitate engagement and negotiations with petitioners and to defend the project in Select Committee.

10. Health and safety
