In this role you will join our Industry Codes and Licensing team which takes responsibility for granting and revoking licences. You’ll also work to support colleagues considering changes to industry codes which set out the detailed commercial, operational, and technical rules of the energy system. This places us in an ideal position to influence good practice in the sector, and to ensure that governance and codes frameworks are designed to support the transition to Net Zero. We work across the whole energy marketplace, from networks to wholesale and retail – so this is a great opportunity to develop your knowledge of the energy sector. You‘ll assess licence applications, and where appropriate, revocations. You’ll play your part in ensuring that the licence application process is robust and efficient.
It’s an opportunity that will suit someone who has good analytical skills – enabling you to understand, analyse and explain a topic and make recommendations on next steps. You’ll need good organisational and planning skills, so that you can prioritise work effectively and take the initiative to meet agreed deadlines. It’s important that you have a keen eye for detail when working with written material and that you can work well as part of a high-performing team.

The Industry Codes and Licensing (ICL) team plays a central role in ensuring that Ofgem processes licence applications efficiently and delivers effective policy changes. We do this by facilitating positive outcomes for consumers through the assessment of licence applications against set criteria prior to entering the market and facilitating changes to the rules that industry parties must comply with, which are contained in the ‘industry codes’ and licences.
As part of this, we are also responsible for the governance of key rules of the sector and we are working with BEIS to shape fundamental reforms to code governance to ensure that the codes framework is able to play its part in delivering net zero. The broad scope of codes and licenses means that team members have exposure to the whole energy value chain, from networks to wholesale and retail.
•Assess licence applications and revocations; highlighting risks and making robust recommendations.
•Ensure the licence application process is robust and efficient, operating within Key Performance Indicators. Recommend improvements to ensure the smooth running of day-to-day operations.
•Maintain accurate, current versions of standard licence conditions and internal guidance documents.
•Support colleagues working on proposals in relation to code governance reform.
•Help ensure that code modification decisions are based upon robust processes and are consistent over time.
•Understand the industry codes and relevant modification/appeals procedures. Sharing this knowledge of codes and licensing process across the organisation.
•Develop constructive relationships with Ofgem’s policy teams and wider industry.
