Job description

PPPT is structured into several large-scale delivery portfolios, each portfolio delivering significant national scale capabilities to our customer base.

The National Law Enforcement Data Programme (NLEDP) aims to build a modern and affordable Law Enforcement Data Service (LEDS) to replace the Police National Computer (PNC) and the Police National Database (PND), LEDS is a unified, cloud-based system which will provide a joined-up view of Law Enforcement records and intelligence.

The Lead Project Manager for the Law Enforcement Data Service Training is a key member of the National Law Enforcement Data Programme Adoption Team within the Home Office Digital, Data and Technology Directorate (DDaT).

The successful candidate will be working with product teams, senior stakeholder and Law Enforcement Agencies to agree the learning strategy, develop the delivery approach. You and a team of Training specialists will work with the wider Adoption training team to develop learning artefacts to support product adoption.

You will work closely with the product teams to align the learning delivery as the products are developed and deployed. You will lead a team(s) of project delivery specialists providing guidance and advice, and fostering an open collaborative culture. You will draw on your extensive experience of project management to bring best practice and continuous improvements to processes within the team.

This is a challenging and fast paced role which has a number of delivery strands and a complex stakeholder landscape. You will have the opportunity to work collaboratively on a key project with wide reaching impact and offers a high level of personal visibility.

Responsibilities

As the Lead Project Manager, your main day to day responsibilities will be:

• Driving and overseeing the end to end delivery of LEDS Training Strategy project(s) in the National Law Enforcement Programme to ensure that the objectives are clearly defined, monitored and achieved within the agreed time, cost, and quality constraints.

• Identifying, engaging with and managing the complex and varied project(s) stakeholder landscape across UK Law Enforcement Agencies. Translating requirements into deliverables and using good judgement to determine where senior level support is required.

• Leading on project(s) performance and controls e.g. delivery objectives, project planning and performance and reporting using appropriate governance frameworks.

• Identifying and monitoring project risks, issues and interdependencies with related projects. Develop and implement timely mitigating actions / contingency plans, escalating where appropriate.

• Developing and managing project budget(s) and resourcing plans and tracking delivery.

• Implementing and managing effective and appropriate project processes and governance in line with the programme’s approach to change control and internal assurance boards.

Other day to day activities

You will also be expected to carry out the following day to day activities:

• Leading the multi-disciplinary project team(s) ensuring effective collaboration internally and externally.

• Owning the production of key project management products, ensuring they meet the required quality standards and are approved by the relevant stakeholders.

• Leading on supplier engagement for the project(s) in line with the overarching commercial strategy, liaising with the programme commercial team.

• Undertaking business activities required to integrate project outputs including training guidance and material into the ‘business as usual’ environment.

Essential Criteria

The successful candidate will have a demonstrable passion for change management, with the following skills or proven experience in:

• Delivering all aspects of business transformation projects, through design, build, test, reporting and integration within a complex stakeholder environment.

• Planning and resourcing the project delivery plan, including assessing what skills and functions may be required, and expected durations of activities.

• Demonstrating strong leadership.

• Managing stakeholder relationships against a backdrop of conflicting demands and commercial complexity with the ability to establish credibility and exert influence at both a strategic and operational level.

• Demonstrating excellent knowledge and application of Project and programme management methodologies, processes & tools including iterative product delivery.

• Communicating confidently and with precision across all mediums.

• Analysing, presenting and advising on complex datasets.

Desirable Criteria

Ideally you will also have the following skills or some experience in:

• Working on government projects or programmes

• Understanding of the UK Law Enforcement landscape

Additionally one of the following qualifications, would also be beneficial:

• PRINCE2 Practitioner

• Agile Project Management Practitioner

• APM Project Management Qualification
