This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations that are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
This requisition will be in support of a multi-year large Engineering, Procure, Construct project to design & build multiple new facilities for the US Air Force to enhance their test capability. Project kick-off is underway with execution planned through 2025.
The project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends, and/or night shift when a business need arises.
Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Position Overview:
Assigned to the Construction organization as the Lead Mechanical Field Engineer/Subcontract Technical Representative. The successful candidate will be responsible for monitoring and inspecting the quality of work performed, providing engineering guidance to superintendents and construction professionals, assisting personnel in meeting cost and time schedules, verifying materials, equipment, and workmanship, and ensuring the results meet specified design requirements. The candidate will also exercise professional judgment within the framework of broad guidelines provided by superiors and perform various construction engineering assignments requiring a working knowledge of construction engineering practices.
This position will initially start out as a Short-Term Assignment (approx. 3 months), with the expectation that the employee will roll to a permanent assignment assigned as either a Bechtel Legacy employee or an M&O employee.
Responsibilities include, but not limited to:
Coordinate with engineering on constructability and design issues relating to the mechanical discipline and/or the piping discipline such as mechanical equipment installation, piping installation, maintenance, and testing.
Establish a mechanical/piping design/field engineering working relationship and lines of communication with the Project Engineer, including the agreement on mechanical engineering deliverables and overall construction application configuration management.
Responsible for quantity take-off, control, tracking, reporting and forecasting for mechanical discipline.
Specify the mechanical criteria for the mechanical construction of temporary construction facilities as required.
Coordinate with the Procurement Organization for field procured materials, material substitution, services and equipment such as tanks and drums, pipe spools, valves, fittings, hoists, gantry, cranes, and fans and blowers.
Review material receiving reports and warehousing to assure delivery of correct mechanical materials.
Coordinate and monitor the interfaces for mechanical data exchange to support the construction automation plan and the project controls program requirements at the job site.
Develop and manage the mechanical and piping construction quality program.
Direct preparation of cost estimates for mechanical construction activities and coordinate the preparation of cost reports, forecasts and progress reports.
Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.
Plan and recommend mechanical and piping procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications.
Work with customer’s resident engineering and operating personnel to coordinate mechanical and piping construction activities.
Coordinate subcontract activities to ensure mechanical and piping materials, equipment and quality comply with design plans and specifications.
Implement controls over variables affecting mechanical job progress such as equipment installation, maintenance, and testing. Also ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate programs are fully utilized.
Undertake mechanical/piping testing including leak testing and cleaning/flushing.
Perform other duties as required by Project management.
Basic Qualifications:
Bachelor’s degree in Engineering or related field from an accredited university and 6 years of related professional experience, or 12 years related experience in lieu of degree.
Must be a US citizen
Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education
Must be able to obtain a site security badge
Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces

Minimum Qualifications:
Demonstrated leadership in a team-based environment.
Self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
Good working knowledge of current design codes and standards such as IBC, SMACNA, ASME, NFPA, NEC, ACI, ASCE, and others.
Working knowledge of work process implementation, including use of construction automation tools.
Working knowledge of cost and schedule analysis.
Working knowledge of all phases of construction operations relating to field activities and of all engineering disciplines.
Must understand and be able to apply the requirements of the Environmental, Safety & Health manuals and the Bechtel Core Processes to design reviews of construction scopes.
Preferred Qualifications:
Knowledge of all phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
Recent experience as a Mechanical Field Engineer, STR or Construction Coordinator.
Experience in reviewing field drawings/plans of different disciplines and may include P&ID’s.
Working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).
Developing construction work packages.
Familiar with Power BI Database.
Knowledge of Engineering processes governing design products from concept to final design.
