The Finance, Governance and Performance (FGP) directorate provides a pivotal role in supporting a whole range of senior leaders across the business through reporting, analysis and insights. Our work supports the organisation’s overall strategy and empowers senior leaders to make strategic, data driven business decisions.
Within FGP, the Analysis and Performance team plays a key role in making HMCTS a data driven organization. We provide HMCTS and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions and Reform activities. To support this, we are currently investing in a cloud-based strategic data platform to transform the ways in which we work with data and enable us to add more value than ever to the organisation and the public.
Following an increase in demand for our analysis, insight and reporting, we are currently recruiting for various analytical posts.
Job Descriptions
As a member of the HMCTS Analysis and Performance team you will play a key role in transforming HMCTS into a data driven organization.
There are 3 analytical roles advertised, all of which will provide opportunities to work across multidisciplinary teams to gain wider experience, depending on the interests and skills of the post holder.
Lead Data Analyst
The successful applicant will work alongside a wide range of stakeholders, including other Analysis and Performance team members to identify and deliver on opportunities to standardise and automate our reporting products (we predominately use R, Power BI, PowerApps and SQL).
Using your skills, you will assess and improve how data is captured and reported, as well as seeking new ways to automate and drive efficiency across our suite of reports and dashboards.
The successful applicant will be responsible for leading on the development of dashboards and reports, liaising with our jurisdictional colleagues to determine and understand business priorities. You will consider the tools and resources are being using by other analytical functions across government and sharing your findings on this as well as internal opportunities you have identified with the wider team through networking sessions and workshops.
Modelling and Forecasting Analyst
The modelling and forecasting team develop and maintain a set of demand and judicial resourcing and forecast models covering different HMCTS jurisdictions (Civil, Family, Criminal Courts and Tribunals) working with OGD partners and internal stakeholders. Our models aim at mapping resource against demand and estimating the impact on performance. We also work with MOJ Analytical Services to ensure the models and forecasts they produce have the relevant business and operational input from HMCTS as well as being an expert customer to ensure they meet our requirements and needs.
The role will also provide modelling support to the HMCTS response to Covid 19 impacts, and you will therefore work closely with the colleagues leading Crime, Civil, Family and Tribunal recovery to develop analysis and modelling to inform recovery planning and the resources required to manage this. There is ongoing Ministerial interest in progress towards recovery.
The post holder(s) will also get involved with supporting regular business planning as well as working alongside the analysts supporting the HMCTS Reform programme and wider Analysis and Performance division. As part of our wider role, there will also be opportunities to promote modelling governance and Quality Assurance across HMCTS, as well as developing new and innovative approaches to modelling, working alongside our data science colleagues.
Data Science Roles
Our current priority projects are focused on improving our understanding of the volume and nature of outstanding cases in the Crown court. This involves feature engineering and exploratory data analysis of our structured data to better understand how close to completion cases are, and machine learning (in R and Stan) to predict court resource requirements.
The role will be responsible for putting these products into production, developing predictive accuracy, and identifying the potential to expand these products to wider HMCTS jurisdictions. The post holder will be encouraged to identify new opportunities where data science skills/techniques could be used to improve business decision making, which will be factored in to identifying future priority projects.
The post holder(s) will also be involved in testing HMCTS’ new Strategic Data Platform, which will enable analysis in R and Python to be conducted on the cloud, and cloud hosting of R Shiny apps, and HTML reports.
Key responsibilities
Data Insight & Analysis
• Business performance issues & solutions:Support analysis of business processes and operations through data to understand performance issues. Then give recommendations for solutions that will drive improvement.
• Build engaging modern data products: Lead the development of data models in SQL, dashboards in Power BI, analysis in R Studio, narrative and analysis in R Markdown and new data tools using R Shiny.
• Data visualisation:Lead the development and dissemination of best practise in reporting and visualising different types of quantitative information.
• Compatibility across government:develop data solutions using agile methodology and modern tools and platforms. This includes SQL, Power BI, ArcGIS, R Studio, GitHub, Trello, Python, Azure data services and AWS data-science platform.
• Modelling: Lead on developing and improving a range of analytical models, looking for innovative and automated solutions which meet our business requirements and are easily understood by our stakeholders.
People, Communication & Engagement
• Stakeholder engagement: Good interpersonal skills and ability to build and maintain strong working relationships with business partners and stakeholders. Strong influencing skills, with the ability to take a complex ideas, concepts and data sets and communicate their key messages clearly in writing and verbally to a variety of audiences.
• Represent the team: Deputise for the team at senior meetings. Build cross team relationships to strengthen our reputation as a fair, collaborative, impartial and business-focused partner.
• Embed new best practice: Find and share good practices to support the development of the team, and the quality assurance of others analysis.
• Collaboration: Collaborate closely with the Data Engineering, Management Information, Reporting, and Modelling teams to appraise data requirements for analysis and support the development of new KPIs and performance measures.?
