Job description

Police and Public Protection Technology (PPPT) is structured into several large-scale delivery portfolios, each portfolio delivering significant national scale capabilities to our customer base.

The National Law Enforcement Data Programme (NLEDP) aims to build a modern and affordable Law Enforcement Data Service (LEDS) to replace the Police National Computer (PNC) and the Police National Database (PND), LEDS is a unified, cloud-based system which will provide a joined-up view of Law Enforcement records and intelligence.

As a Benefits Lead, you will be responsible for shaping and delivering the benefits approach across the Nation Law Enforcement Data Programme (NLEDP) within the Home Office’s Digital, Data and Technology Directorate (DDaT).

You will be identifying, quantifying, and tracking the realisation of benefits, to ensure that benefit measures are understood by our customers. You will ensure that reporting requirements are accepted by product teams during product onboarding to implement benefits management throughout the product lifecycle. You will lead an assurance function and ensure the approach to benefits measurement and realisation utilises best practice and aligns to benefit management standards across the organisation.

To succeed in this role, you will be a confident, independent leader who is proactive and detail oriented, leading the team and modelling a collaborative approach with colleagues and key stakeholders to ensure benefit milestones are reached. You will be logical in your thinking and be able to assess and adapt to the impact that developments in products may have to benefit outcomes.

You will have the opportunity to build a solid understanding of the wider DDaT environment, building strong working relationships with key stakeholders and developing your Product lifecycle and benefits management capability.

Benefits specialists within DDaT align to the Project Delivery profession, for Project Delivery professionals in Government.

Responsibilities

As the Lead Benefits Manager, your main day to day responsibilities will be:

• Shaping and delivering the benefits management approach. Embedding best practice within the product teams, supporting and coaching product teams in early identification of benefits through to wider baselining and benefits realisation.

• Ensuring compliance with wider Home Office benefits management standards.

• Steering the programme’s benefits mapping, providing guidance to the team to ensure assumptions are robust, and validating dependencies. Working across a wide range of stakeholders to receive sign-off and agreement on these benefits.

• Approving and embedding Benefits Realisation Plans, profiling all benefits and how they are forecast to be realised from baseline to target.

• Taking the lead to identify, develop, and maintain relationships with key stakeholders to ensure benefits are identified, understood, and owned. Briefing the relevant stakeholders ahead of relevant meetings.

• Having overarching responsibility for benefits tracking tools and processes.

• Gathering and communicating insight from users and evidencing tangible operational benefits to inform future product road maps and prioritisation.

You will also be expected to carry out the following day to day activities:

• Leading the work to prepare and update benefits for Business Cases, working with specialists around the organisation as required.

• Producing regular benefits status reports.

Essential Skills

You will have a passion for benefits management with the following skills or strong experience in:

• Demonstrating expert knowledge of benefits management principles, tools, and methodologies.

• Leading a busy workstream with the ability to manage competing and challenging priorities.

• Possessing excellent communication and collaboration skills, being able to tailor your approach to suit the audience and situation.

• Demonstrating strong interpersonal skills and having evidence of identifying and building relationships with key stakeholders, understanding their requirements and needs.

• Demonstrating strategic oversight of benefits realisation tracking and reporting processes and ensuring accurate and quality outputs.

• Setting the direction for the sharing of benefit management knowledge with the wider product teams, advising on the use of best practice, and encouraging continuous improvement.

• Acting as a subject matter expert to support stakeholders with their benefits realisation plans to support product adoption activities.

Desirable Skills

Ideally you will also have the following skills or some experience in:

• Deploying different methodologies used in project delivery environments, such as Waterfall and Agile.
