Job Description

Crossrail is the new high frequency, high capacity railway for London and the South East. When the service opens as the Elizabeth Line, trains will travel from Reading and Heathrow in the west to Shenfield and Abbey Wood in the east via new tunnels under central London. More than 10,000 people have been working across 40 construction sites, to build this remarkable railway that will serve 200 million passengers.

Rail for London Infrastructure (RfL-I), a TfL subsidiary, will be Infrastructure Manager (IM) for the central operating section between Paddington, Abbey Wood and Stratford. This means for the first time TfL will operate trains on the UK mainline railway. This exciting step change will require the training of staff to maintain this remarkable railway.

 

Role Scope

The Infrastructure Maintenance Contract Manager (IMCM) is responsible for the Stewardship and leadership of the maintenance contracted services and overall supervision of the specialist contracted services teams ensuring the execution of programmed delivery of maintenance and like for like renewal and enhancements works including, but not limited to, asset fault response, infrastructure inspection, asset data management and the safe delivery of reliability centered maintenance tasks. This includes approval and direct supervision of contracted works.

In preparation for the opening of the Railway IMCM will be responsible for ensuring that contracted maintenance services receive there necessary technical discipline competence / works authority from the relevant Infrastructure Maintenance Engineers.

Upon introduction of Crossrail into operation, the IMCM will supervise the contracted maintenance services measuring their responsibilities for the safety critical deployment, on site works delivery and quality. The IMCM will support planning and management, strategic decision prioritisation and execution in relation to maintenance engineering stewardship leading cross functional teams.

Key Accountabilities

  • Accountable for the Supervision of the contracted team services in delivering the overall safety of line and safety critical asset / systems inspection, compliance, work prioritisation and quality, strategy and tactical deployment requirements. This includes the management of delivery of self assurance checks, quality checks and audits.
  • The Infrastructure Maintenance Contracts Manager will supervise the delivery of the yearly asset stewardship and renewals plan for contracted services. Accountable the the delivery of the of the applied strategic intervention regime and the management of maintenance engineering / performance stewardship to enable the defined Crossrail standards, processes, procedures and performance to be delivered.
  • Responsible for the tangible delivery of the contracted maintenance deployment planning with operations colleagues, ensuring that the operational outputs align with the maintenance engineering asset management requirements and deliver a compliant, safe, operable and maintainable railway.
  • To ensure that contracted maintenance services deliver quality maintenance engineering and safety management requirements. This being the tangible supervision of delivery of part of the asset management strategy and plan to deliver the required asset whole life, Reliability Availability Maintainability (RAM) and Remote Condition monitoring
  • Ensure Infrastructure and Asset maintenance standards are met by applying established policies and procedures to ensure safety and functional limits are included in the design and construction phase.
  • Lead the application of continuous improvement for the applied contracts deliverables program in association with the Infrastructure Maintenance Engineers.
  • Ensure continually review skills gap analysis, competency and support long term strategic contract procurement.


Knowledge

  • Desirable Higher / National Diploma or equivalent qualification
  • Desirable Member / Associate / Technician of a relevant professional institution Institute of Railway Operators, Permanent Way Institution Member of Association of Project Managers
  • Desirable understanding of the business structure of and agencies associated with the Rail Industry
  • Demonstrable application of railway safety-related standards regime and processes
  • Desirable knowledge of Railway Safety standards

 

Skills

  • Team leader experience with leadership skills to motivate professionals from multiple disciplines
  • Excellent communication skills with proven negotiation and influencing skills explicitly with external contractors
  • Excellent decision-making and analytical skills
  • Established risk management skills.
  • Ability to formulate and articulate clear visions for the planning and delivery of initiatives and programmes
  • Ability to supervise projects of high monitory and technical complexity


Experience

  • Knowledge in the infrastructure and asset critical industries
  • Knowledge in the management of infrastructure stewardship and maintenance
  • Knowledge of successfully managing a range of maintainers
  • Knowledge of working alongside other engineering functions
