Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

 

The cleanup project is one of DOE’s most technically challenging and the largest undertaking of its kind—equivalent to building two nuclear power plants. The construction site spans 65 acres (26 hectares) and includes facilities for pretreatment, low-activity waste vitrification, high-level waste vitrification, and the analytical laboratory – as well as operations and maintenance buildings, utilities, and other support facilities.

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities- Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory- as well as operations and maintenance buildings, utilities, other support facilities.

 

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

 

Positions located at the Construction Site (22 miles north of Richland) work a 4 x 10 schedule, M-Th, 6:30 a.m. to 5:00 p.m. Other work locations may work a 9-80’s schedule, M-F 7:00 am to 4:30 pm with alternating Fridays off.

 

Position Summary:

The Independent Assessment Manager will report to the Manager of Quality and will support the maintenance, development, and implementation of the WTP Independent Assessment program.

 

Responsibilities:

Directs quality oversight activities on a project, interfacing and communicating with engineering, procurement, construction, administrative services, testing, operations, decommissioning, and other project personnel to ensure technical and quality requirements, management goals and objectives are met.

Assists in the implementation, coordination, and preparation of the quality program/plan within the project.

Plans, performs, and documents engineering and procurement related quality assurance oversight throughout the Hanford Tank Waste Treatment Plant (WTP) Project to ensure compliance with both quality and technical requirements and evaluate effectiveness of implementation.

Reviews and approves quality‑related procedures prepared on the project to ensure compliance with the project quality program/plan.

Reviews and concurs with project functional procedures for compliance to project quality programs and project commitments.

Performs reviews of engineering and procurement related products/documents to ensure the inclusion of appropriate project technical and quality requirements.

Develops and maintains Independent Assessment program procedures and instructions.

Maintains the Independent Auditor qualification, certification, and training programs.

Coordinates, supervises, and/or participates in the project quality auditing and monitoring program to verify the effectiveness and implementation of the project quality management system.

Manages the supplier qualification program including initial and triennial quality assurance audits, annual supplier evaluations, resolution of identified supplier deficiencies, and maintenance of the project’s Evaluated Suppliers List.

Recommends actions to project personnel to correct observed quality deficiencies.

Maintain client liaison and communication for project quality related activities as appropriate.

Represents the project during quality assurance audits conducted by the client, management, or regulatory agencies as appropriate.

Reviews project schedules for quality‑related activities to ensure timely and effective implementation of the project quality plan requirements.

Identifies quality problems, initiates documented action and verifies implementation of solutions.

Initiates and/or coordinates stop-work action, when warranted.

Manages quality assurance oversight and supplier qualification staff and budget.

Forecasts job hours and monitors charges to the project quality budget.

Initiates project quality staffing requirements and budgets for approval as appropriate.

Prepares reports on the effectiveness of the quality program/plan implementation and supports reporting to project management.

 

Basic Qualifications:

Bachelor’s degree in an engineering or scientific discipline or business management/quality assurance from an accredited university or college with 13 years of progressive experience in a field of engineering, environmental, procurement, construction, testing/commissioning, operations, or quality assurance.  Or in lieu of formal degree, a minimum of 19 years of progressive experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance.

Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.

 

Minimum Qualifications:

Must be able to obtain a Department of Energy badge for access to the Hanford Site.

Candidates possess the right to work and remain in the US without sponsorship.

Current ASME NQA-1 certified Audit Team Lead or has the ability to achieve such certification within approximately 6 months of hiring.

Related experience should include but is not limited to knowledge of a recognized quality assurance standard (e.g., ASME NQA-1, ISO 9001) and its application to construction, engineering, acquisition services, supplier quality, materials management, operations, commissioning, training, environmental safety & health, or subcontractor processes.

Ability to work closely with technical teams, senior leadership, regulatory agencies, and stakeholders in developing and managing Contractor Assurance system/processes.

Technical knowledge in Engineering or Quality Assurance in one or more of these disciplines: Mechanical, Electrical, Civil, or Instrumentation sufficient to comprehend the application of and relationships to technical and quality requirements in engineering and procurement related products (specifications, drawings, material requisitions, purchase orders, subcontracts, etc.)

Demonstrated ability with oral and written communications.

Proficiency in providing direction and on the job training to assigned personnel.

Ability to use a computer and intermediate skills in Microsoft Office software including Word, Excel, Outlook, and Power Point.

 

Preferred Qualifications:

Knowledge/prior experience in supplier qualification and independent assessment programs.

Knowledge of Operating Experience/Lessons Learned processes.

Knowledge of Trending, Metrics, and Benchmarking practices.

Knowledge of Corrective Action/Issues Management processes.

Knowledge of nonconformance and deficiency reports for nonconforming or deficient items.

Knowledge of Root/Apparent Cause Analysis.
