Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the US. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an experienced IS&T professional with a diverse systems background to train and fill the role of a Senior Control Systems Engineer at the Pueblo, CO location. This IS&T position will matrix and report to the Engineering Automation Supervisor at the PCAPP project.

 

Coordinates technical issues with Automation, Plant Operations, and Cybersecurity in relation to the systems under purview. Proficient with basic engineering tools such as drawings and specifications. Able to manage, monitor, and troubleshoot a Distributed Control System (DCS) – a MS Active Directory/Cisco LAN architecture. Proficient with system configurations for multiple platforms and the development of operational strategies. Able to properly interpret and apply codes & standards and customer design requirements in the preparation of Control Systems design products.

 

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

 

This is a long-term assignment. This position will operate on a Day shift working schedule (typically 4 x 10 hr days with on-call responsibilities).

 

Responsibilities 

Plans, schedules and monitors own work within a limited time horizon, using applicable methods, procedures, tools, equipment and standards effectively with only occasional reference to others

Responds to Automation’s needs, questions and concerns in an accurate, effective and timely manner and expedites corrective actions

Installs and upgrades software/firmware and performs regular maintenance on distributed control system (DCS) infrastructure equipment (a MS Active Directory and Cisco network)

Works with system stakeholders to define timeframe requirements

Maintains change and configuration control of system components

Manages & maintains maintenance contracts for system equipment

Installs, configures, and manages local area network/wide area network and telecommunications components such as data switches, routers, and information security equipment

Develops and maintains infrastructure logic drawings, operating procedures, and guidelines

Deploys, manages, configures and monitors infrastructure monitoring & analyzing tools (e.g. SNMP managers, log aggregators)

Assists in managing plant network address schema (IP ranges, DHCP configurations, DNS, etc.)

Prepares preventative maintenance schedules and backup programs necessary to ensure a robust infrastructure operating environment

Assures that all work processes are properly tracked to support cybersecurity program under a Risk Management Framework (RMF) – see NIST 800-53 and DoDI 8510.01

Resolves problems and faults concerning installation of hardware, software or firmware

Supports, monitors, tests, and troubleshoots hardware, software and firmware problems pertaining to systems under purview

Applies computing environment specific cybersecurity program requirements to identify areas of weakness

Applies appropriate security controls and assesses the performance of those controls as identified by supervision

Assists Cybersecurity in performing system audits to assess security related factors within the system(s) under purview

Other duties as assigned

Achieves work process improvement and promotes continuous work process improvement

Champions nonproprietary electronic data interchange and integrate automation technology wherever practical

Demonstrates leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills

 

Basic Qualification

Qualifications and Skills

Level 1

Bachelor’s degree in Engineering, Computer Science, Information Management, or related field and a minimum of 6 years of relevant experience in IP network systems administration 

In lieu of a Bachelor of Science degree, an additional 6 years (12 total) of directly related experience may be substituted

Level 2

Bachelor’s degree in Engineering, Computer Science, Information Management, or related field and a minimum of 9 years of relevant experience in IP network systems administration 

In lieu of a Bachelor of Science degree, an additional 6 years (15 total) of directly related experience may be substituted

 

Training. Upon hire, Bechtel (PCAPP) will train the selected candidate(s) in one or more of the following systems/disciplines:

FANUC robot code

Programmable Logic Controllers (programming, configuration)

Distributed Control Systems operations (Siemens, Honeywell)

Reading Piping & Instrument Diagrams and Logic Diagrams for control and instrumentation software requirements

DODI 8570.01-M IAT II certification training

 

Bechtel (PCAPP) seeks an experienced networking engineer / administrator willing to be trained in the challenging and rapidly evolving discipline of Distributed Control & Robotics Automation, working with state-of-the-art distributed control systems (DCS) and robotics in an operating plant

PCAPP is looking for information technology professionals with experience in one or more of the following (or related) areas to apply:

 

Operating systems administration (Linux/Unix, Windows, Cisco IOS, Juniper Junos, etc.)

Database / SQL administration, programming, or stored procedure development

IT Systems monitoring expertise (e.g. SNMP, WMI)

Telephony switch programming (PBX, Hybrid – IP PBX, Unified Communications, etc.)

Communications systems engineering (switching, routing, security, synchronous, asynchronous, serial, Ethernet multicast, etc.)

Programmable Logic Controller (PLC) configuration experience

Ideal candidates would have experience in two or more of the above or related disciplines/systems

 

Additional traits desired in the ideal candidate:

Strong problem solving/analytical skills

High technical aptitude (able to grasp new systems and concepts without great difficulty)

Ability to read/understand logic &/or engineering diagrams and drawings

Above average work-ethic

Electro-mechanical background (professional or curiosity)

Solid written communication skills

Solid interpersonal communication skills and ability to work with a diverse group of individuals, including similarly skilled as well as experienced Automation Engineers, working together to achieve mission success

Demonstrated leadership qualities with emphasis on continuous improvement and team building

 

Minimum Qualifications

Must be a US citizen (Dual citizenship will be subjected to project's approval).

Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety) *

Must obtain within 6 months of employment a qualifying DODI 8570.01-M IAT II certification (e.g. CompTIA Security+ CE)

 

 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship.
