Counterpart International is currently seeking a Senior Human Rights Officer to serve as a Human Rights and Victims Subject Matter Expert for the Project. This is a full-time position based in San Salvador, El Salvador. This position will report to the Human Rights Team Lead.Primary Responsibilities• Provide human rights expertise and support to the activities carried out by the Human Rights Team, including activity design, implementation, and monitoring.• Support the Human Rights Team with conducting technical review and quality assurance of technical products, such as from sub-grantees, as well as developing and ensuring the quality of the Project’s own human rights technical poducts.• Support the Human Rights Team in facilitating communications internally among Project teams and externally, including with government institutions and civil society organizations.• Provide legal and technical advice and guidance to victims of human rights violations, victims' associations, and civil society organizations.• Provide technical monitoring of consultancy services, products, and results.• Design and implement training on human rights and victims' rights issues relevant to the Project's objectives.• Conduct needs assessments in trainings matters for civil society organizations and develop and provide specialized trainings.• Prepare educational materials on human rights, gender, and victim's rights issues.• Facilitate technical coordination with multiple Projectstakeholders, internally and externally.• Provide technical assistance and mentoring to internal team members to increase their knowledge of human rights, victims' rights, and related fields.• Supervise other members of the Human Rights Team supporting administrative or operational functions.
Qualifications and experience:•
Master's degree or higher in a relevant subject such as Law, Human Rights, Political Science, preferably with studies in victims’ issues.• Demonstrated experience of a minimum of eight (8) years in human rights and victims' issues, including conducting research and training.• Demonstrated experience in developing analytical reports on human rights and victims' rights.• Knowledge of the Salvadoran political context, particularly with respect to human rights and relevant policies and reform processes.• Experience in Salvadoran legislative processes and specialized knowledge in international human rights law.
Skills:•
Spanish professional proficiency required, fluency preferred• English professional proficiency required, fluency preferred.• Excellent technical writing and computer skills (Microsoft Word, database management, Excel, PowerPoint, digital platforms Teams, Zoom, Outlook).• Ability to work independently as well as in a team environment• Ability to work effectively with civil society organizations, USAID, project staff, public institutions, and other beneficiaries.• Experienced in teaching and in participatory methodologies for information gathering.• Interpersonal and communication skills.• Organizational skills with an attention to detail.• Working experience and familiarity with academic environments.
Preferred:•
Experience and knowledge in penitentiary law, transitional justice, functioning of the Salvadoran justice system, engagement with national and international human rights protection mechanisms• Experience working with USAID or other international cooperants
