Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The work schedule is expected to be a 4/10 schedule, with a start time of 7:00 AM.

 

Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Role Overview:

In this role, you will work as a Human Resources Generalist to support the UPF Onboarding Center. The Onboarding Center will be responsible for the onboarding of non-manual, manual, and subcontract personnel required to support the UPF project. All Human Resources and initial Training activities will be conducted at the Onboarding Center. The position will interface with multiple stakeholders inside CNS as well as local unions. Receives functional and operational direction from the Human Resources Manager.

 

Principal responsibilities include but are not limited to:

Provide a variety of services to include staffing, relocation guidance, staff augmentation and subcontractor placement, employee processing, new employee orientation, reporting and metrics.

Works independently and is responsible for maintaining confidential information.

Organizes material for onboarding prior to new employees arriving.

Conducts new employee orientation.

Coordinates onboarding requirements with CNS HR, Medical and Security.

Create and update presentations. Requires research and/or coordination with other departments to obtain content.

Create and maintain metrics to be used by management and presentations to customers.

Responsible for complex tasks requiring the skill to develop sound, practical solutions where guidelines are not well defined.

Issue PPE to craft workers.

Handles highly sensitive, business proprietary information.

Must be able to work effectively in an extremely fast-paced, high-energy environment.

Must be flexible and willing to take on unexpected and/or unanticipated assignments as needed.

Independently reschedules workers reporting on the basis of meeting onboarding requirements (primarily craft).

Must be available to work overtime on short notice.

May provide operational direction to administrative employees as assigned.

Performs other assignments as required.

 

Basic Qualifications:

Level 1: Bachelor's Degree in HR, Business Management, Psychology or related field from an accredited university or in lieu of degree, 6 years of directly related HR experience.

Level 2: Bachelor's Degree in HR, Business Management, Psychology or related field from an accredited university plus 1 year of HR-related experience or in lieu of a degree, 7 years of directly related HR experience.

This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.

Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education. 

 

Minimum Qualifications:

Basic knowledge of one or more human resources functions (staffing, compensation, employee relations, training & development, etc.) or knowledge of the human resources field, as generally acquired through a recognized degree in a related field or equivalent experience or training.

Basic knowledge of laws affecting human resources.

General knowledge of business functions and structure.

Ability to provide direction to others.

Must be able to demonstrate professionalism and be able to interact with all levels of the organization.

Must be willing and able to work overtime with little or no notice.

Must be able to work the 4/10 schedule with specified hours.

Strong organizational skills.

Must be able to maintain confidentiality and exercise a high degree of individual initiative, discretion, diplomacy, judgment and accuracy.

Good written and oral communication skills to conduct job interviews and communicate with managers and employees.

Must have excellent written and verbal communication skills, including spelling grammar, punctuation and proper use of syntax.

Must be able to demonstrate intermediate to advanced proficiency using Microsoft Access, Excel, Word, Outlook, and PowerPoint.

Ability to obtain and maintain Q security clearance.

 

Preferred Qualifications:

Prior experience using a Human Resources Information System such as SAP/SAP HANA.

Prior experience working in a government environment.

Ability to work with a wide range of personnel in a variety of disciplines and functions.

Knowledge of Bechtel and Y-12 policies and procedures is a plus.

Direct experience working with DOE security requirements and medical facilities to obtain clearances.

Direct experience working with building trades craft and business agents.
