Job description

To support the delivery of this, the department needs to set up the right infrastructure, processes, relationships, procedures and governance, building on what was in place from the former Ministry of Housing, Communities and Local Government.

We are therefore looking for an experienced Organisational Design professional. Based in the Change Team, you’ll coordinate and oversee the development of the different components of our operating model. You’ll work closely with others from across Government to deliver this and bring in external skills to develop how we operate.

Responsibilities

Working with our Executive Team, Directors and the Senior Civil Service, you will coordinate the organisational redesign activity needed to shape the future department. You will work with both internal stakeholders to determine what the internal operating model will need to contain but you will understand that that will only deliver part of our future way of working. You will therefore work with external stakeholders too to work through how our new department will interoperate with others across Government and lead the way in levelling up. You’ll understand our business needs and the overall objective that we’re trying to achieve and be able to translate that into terms that can be understood and committed to by the department.

You’ll design the interventions and discussions needed to create a future design, working with other OD experts from across Government in a collaborative way. You’ll be able to cut through ambiguity to design efficient strategies and processes for the organisation and use evidence based approaches to build up a future operating model.

Working as part of the broader change team, you’ll link together the organisational design work with our culture change programme and our capability work to ensure that these mutually support each other.

You will work with other parts of the department as needed to help them to shape their own local pieces of organisational design and development work and ensure that these link back to the broader picture and design principles.

You will design and facilitate away days across the department, being comfortable with working with large groups of senior stakeholders. You will not be afraid to challenge and mirror back what you are hearing in the spirit of building better ways of working.

You will understand the value of strong communications in OD&D and proactively engage stakeholders in the ongoing work.

Essential Criteria

You will be a technical expert in Organisational Design and Development with a proven record of delivery. You will understand the key processes involved in OD&D but also know how to adapt these processes to use them in a pragmatic and realistic way, flexing to the needs of the senior team.

You will be assertive and proactive, able to challenge in a constructive way and recognising the value of a disruptor when designing new operating models for the future. You will however work collaboratively with stakeholders and be comfortable being a member of a broader team, recognising the strength that many skilled experts can bring in creating a change of this size.

You will be able to turn concepts into action, forging the next step in the process even when things are unclear. You will have a range of strategies for unblocking any resistance in the process and know when to deploy these.

You will care passionately about creating better public services and be able to see the big picture in all of your work. Your understanding of the whole system will enable you to anticipate risks and barriers to the work and you’ll plan for mitigation of these.
