Job Description:
We are currently looking to recruit a Head of Strategic Asset Management to support the Director of Estates in ensuring the first class delivery of property consultancy in support of the Partnership and to deliver property support to the development and Regeneration projects in the Borough and to external clients.
The successful candidate will have development surveyor experience in land assembly, appropriation, statutory consents, disposal and acquisitions, along with other related work. A background in Public Sector would be advantage.
The appointed candidate will be responsible for client relationship management and managing a small team that is tasked to deliver its clients programmes.
The candidate will be required to seek and secure new business, whilst maintaining its existing clients and growing its pipeline of work.
What you will be doing:
contributing property support to the Regeneration and Development projects in the Borough including Land assembly, identifying and seeking any necessary consents, appropriation, sec 123 advertising, negotiation and completion of best value and less than best transactions, commissioning of independent valuations, liaison with various partners to deliver the objectives of the various projects
negotiating and completing nil value and Market value transfers of Housing and General Fund Land to the council’s housing provider and advise on the most cost effective and appropriate route for delivery. The post requires a depth of legal understanding of the legislation to enable creative solutions to be identified
completing the annual asset valuation for the major council development projects in the Borough
managing the buildings within the development areas to maximise income, reduce costs and deliver Vacant possession on time to avoid any delays in the wider project
ensuring short life buildings are kept in a secure condition to avoid unlawful occupation and costs
advising and providing support in relation to any Compulsory Purchase Orders that may be required and to provide valuation advice on compensation or acquisition by agreement prior to CPO where required
supporting the development and implementation of clear policy frameworks and procedures under the section’s management by reference to best practice in both the public and private sectors
providing valuation advice and complete development appraisals as required
To advise on and oversee the various processes required to secure vacant possession of both commercial and residential units ensuring that relevant notices and consultations are completed.
overseeing the delivery and timelines of projects prior to commencement on site where the council or our client are delivering the development in house, to ensure all agreements, approvals and consents are in place
assisting in the ongoing review of the Strategic Asset Management Plan and to use professional knowledge and experience to identify innovative proposals for asset management and use of the Council’s assets in support of corporate initiatives
What we’re looking for:
member or Fellow of the Royal Institution of Chartered Surveyors (MRICS).
extensive Public Sector development and Regeneration experience and knowledge and proven competency across a range of valuation and property management practices
minimum 10 years post qualification experience across the area of responsibility with extensive demonstrable experience in the relevant discipline.
experience of building and maintaining positive working relationships both within the organisation and with external bodies
must have good working knowledge of IT systems, including MS Office, dedicated Asset Management programs, databases and valuation software packages
experience of handling a large and varied caseload for a wide variety of clients
extensive experience of writing reports which are clear and accessible to a variety of audiences
analytical skills including the ability to identify trends and developments from data and information and the ability to find solutions to problems
experience of managing external providers of professional services
detailed understanding of relevant legislation and the RICS Appraisal and Valuation Manual
