Summary

We have an exciting permanent job opportunity available for a Head of Security Intelligence & Risk Analysis Service to join the Parliamentary Security Department.

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the In-House and Strategic Estates teams, Serjeant at Arms and Black Rod’s office, the Restoration & Renewal programme, the Parliamentary Digital Service, and other key stakeholders.

Job description

The Head of Security Intelligence & Risk Analysis Service will be responsible for building a new team in PSD - the Security Intelligence & Risk Analysis Service (SIRAS). This team is responsible for bringing together threat, incident, and security intelligence, in close partnership with the police and other agencies; overseeing the joint risk analysis hub; and driving forward risk mitigation strategies.

As the Head of Security Intelligence & Risk Analysis Service you will establish and manage two teams in SIRAS and build up a new capability around threat model (see Responsibilities below.) The successful candidate will build relationships with key partners in the Members Security Support Service (MSSS), national police forces, the Centre for the Protection of National Infrastructure (CPNI), commercial partners and social media companies. You will also lead a team of two team leaders, with countersigning responsibility for a further five staff and up to six attachments into PSD. This role reports to the Deputy Director of Security (People).

Responsibilities

To be successful in this role you will demonstrate the following:

Experience of working in a security-related discipline, allied with an in-depth knowledge of intelligence collection or analysis, risk assessment and the ability to deliver risk-based and threat informed advice and tasking to those delivering mitigations.

An ability to lead, develop and motivate a small team, ensuring that resources are properly and effectively managed, whilst upholding the values of equality, diversity, and inclusion.

Excellent relationship and partnership building skills, with experience of multi-agency or cross-departmental collaboration work with police, intelligence agencies, or government departments

Ideally you will already have or in the process of having a security vetting to DV level, as described in the job description.
