The appointee will be responsible for leading and managing Cigna Hong Kong’s Compliance team, to provide regulatory and compliance advice to the Hong Kong business, and oversee all regulatory and compliance related matters concerning Cigna Hong Kong. The appointee will lead interactions and regular reporting with key stakeholders, including Cigna’s International Markets and enterprise teams, as well as various regulators, including the Hong Kong Insurance Authority.
Job Responsibilities:
Provide regulatory and compliance related advice and support to internal stakeholders, and act as primary contact person for Cigna Hong Kong with other key stakeholders, including local regulator(s) and Cigna’s International Markets teams on regulatory and compliance related matters, enquiries or updates.
Supervise the day-to-day implementation of Cigna’s global and domestic compliance policies in Hong Kong, including, but not limited to, Anti-Money Laundering & Counter-Terrorist Financing, Anti-Corruption, Anti-competition / Antitrust, Conflicts of Interest, Trade & Economic Sanctions, Privacy and Data Management.
Accountable for all aspects of Cigna Hong Kong’s line 2 responsibility regulatory compliance program, including but not limited to, life and health product compliance, the Insurance Authority’s Guidelines, effectiveness of sanctions, anti-corruption, AML/CTF program, FATCA / CRS reporting, distribution compliance and corporate compliance matters for Cigna Hong Kong.
Monitor any relevant legal and regulatory developments, initiatives or requirements, conduct gap analyses of existing policies and procedures and ensure timely implementation of any required enhancements or changes, including consultation on draft regulations with regulators, industry associations and peer organizations.
Develop, document, and maintain business-wide compliance programs for Cigna Hong Kong that include compliance risk assessments, development and maintenance of applicable policies, procedures, and guidelines, that are appropriately tailored to prevent, detect, and correct specific compliance risks.
Develop, document, and implement annual compliance training programs on regulatory and compliance topics relevant to Cigna Hong Kong to enhance employee knowledge and understanding of compliance risks, corresponding policies and procedures, relevant laws, regulations, and standards of good business.
Support business stakeholders on company projects and initiatives, prepare ongoing reports for periodic regulatory and compliance updates to Cigna Hong Kong’s Board of Directors, International Markets Legal and Compliance teams and Senior Management.
Oversee, manage and support members of the Hong Kong Legal & Compliance team.
Perform such other duties as may be assigned from time to time by Chief Legal & Compliance Officer, Hong Kong; Chief Executive Officer, Hong Kong; and/or Regional Counsel, APAC, International Markets.
Job Requirements:
8+ years compliance experience in the insurance sector
Knowledge of insurance products, health and medical business and insurance operation will be a major plus
Strong commercial judgement
Good communication and interpersonal skills
Ability to manage multiple stakeholder relationship
Ability to work in fast-paced environment
Working experience in dealing with regulators, successful track record in implementation of regulatory guidelines / requirements
Management of team members
Personal authority, strong integrity and ethics
Self-starter and strong team player
Fluent in spoken and written English and Chinese
