About Capita Public Service

Capita is currently running a Business Intelligence service as part of an innovative Strategic Partnership with an NHS community provider organisation in London.  The Partnership delivers a range of core support services on behalf of the Trust, including Estates & Facilities, IM&T, Procurement and Finance.    The essential corporate services support delivered by Capita help to protect investment in frontline services and allow clinical teams to focus on providing the best possible care for patients. The NHS Trust has great ambition for its Business Intelligence service seeing it as an essential part of its future delivery and is embarking on a major transformation to migrate services to public cloud and alternative reporting platforms. As a business Capita works in long term partnerships with NHS organizations, drawing upon our experience of delivering transformation at pace and scale for over 20,000 customers across health, local government, and the private sector.

About the role:

We are seeking a Head of Business Intelligence who is looking for an exciting opportunity to play a significant and long-term role in re-shaping and building our Business Intelligence service within the Partnership based in central London.  The post holder will support the performance reporting of the Trust ensuring the Trust meets the NHS constitutional standards and internal standards of care.

This is a senior role requiring the leadership of the Team alongside providing excellent stake-holder engagement with both our client and across other Capita functions within the Partnership. Our ideal candidate will be a dynamic and highly motivated individual with first class leadership, organisational, team and communication skills, with excellent technical skills and a successful track record of delivery in a senior informatics and Business Intelligence roles. Ideally you will have extensive experience in healthcare informatics, public cloud migration, Data Warehouse models, performance and information reporting and provider contracts, including current knowledge of statutory requirements. Candidates will need to be educated to degree level and ideally hold professional qualifications in IT and Project Management.

You will be required to support and work closely with Trust operational teams in the provision of accurate and timely information to support service change and target delivery and to ensure that divisions are provided with a robust clinical informatics service supporting quality improvement, excellent clinical care, audit and service development. You will be accustomed to working with executive teams and be responsible for ensuring that the organisation has robust data and effective reporting to allow it to function as an intelligence-driven Trust.  You will act as a subject matter expert enabling divisional teams to improve their processes and providing analytical expertise (e.g., demand and capacity modelling) to support sustained compliance or meeting recovery trajectories.

Management of the underlying information management infrastructure (data warehouse, data standards, business intelligence tools, reporting databases) is integral to the post, in ensuring reliable delivery of:

•            external reporting (commissioning & performance)

•            internal reporting (trust wide & divisions)

•            data quality

•            data extraction and processing.

•            intelligence presentation; and

•            supporting system development.

You will work with key managers and clinicians across all divisions to ensure that robust plans are in place to monitor and deliver informatics standards, and design and implement a methodology for escalation where performance standards and milestones are not met. This will include supporting identification of slippage in performance, analysis of key performance indicators and appropriate escalation. You will be accustomed to working with executive teams and be responsible for ensuring that the organisation has robust data and effective reporting to allow it to function as an intelligence-driven Trust.  You will act as a subject matter expert enabling divisional teams to improve their processes and providing analytical expertise (e.g., demand and capacity modelling) to support sustained compliance or meeting recovery trajectories.

You will provide constructive challenge to the Senior Responsible Officers and cross organisational key stakeholders, to support effective governance and assurance of project delivery, identifying any risks to programme delivery and escalate as appropriate to the Programme Director.

You will support the establishment and maintenance of robust structures and processes necessary to provide oversight across a broad range of programme developments, including improved financial efficiency alongside step changes in quality and performance.

As a direct link between the Partnership, Chief Information Office Team, Chief Operating Officers team, Improvement Team and the clinical leadership within divisions, the post holder will need to develop excellent working relationships with operational and clinical directors, nursing leads, managers, and their teams.  However, equally important will be the relationship with other members of the Improvement team as they will need to consult, engage, and support when developing and delivering projects/service improvements across the Trust.

In addition to this the post holder will need to engage and work with other corporate teams that are essential to the planning and implementation of projects. This includes, but is not limited to:

•            Contracting/Commissioning Managers

•            Information Technology Specialists

•            Procurement Specialists

•            Communications Team

•            External Partners

•            Nursing Division

•            Medical Division

•            Quality Division

You will have strong leadership and management skills to ensure the information management service is leading edge, utilising the best available technology and attracting and developing the best available talent as the team will be responsible for ensuring that the organisation has robust data and effective reporting to allow it to function as an intelligence-driven Trust.

Essential Skills:

  • A degree in computer science, mathematics, operations management, or related discipline.
  • Demonstrable years’ experience in Business Intelligence and Performance Management during which both professional and management capabilities have been clearly demonstrated.
  • A Significant number of years’ experience of working in an NHS or related business with an in-depth knowledge of NHS data sources, NHS patient activity information, statutory data requirements, data definitions, the current NHS agenda and operational challenges.
  • A solid understanding of data acquisition from clinical systems, data warehousing, analytics and reporting using a range of Business Intelligence tools including Power BI.
  • Knowledge of NHS statutory and operational reporting requirements and an understanding of why this matter.
  • Excellent software skills, including Windows products and relational databases (including SQL) including advanced keyboard skills to enable the rapid and accurate manipulation of data at speed.
  • Sound working knowledge of design architecture, data warehousing, commercial business intelligence tools and analytical methods.
  • Oversight of both development/change functions as well as operational reporting function of a Business Intelligence Service
  • Well-developed judgment skills to assess options and propose resolutions to ensure informatic requirements are met on time.
  • Development of information strategy

Desirable Skills:

  • Formal training in programme and/or project Management
  • Has worked or delivered major service transformation programmes
  • Extensive experience of interacting with senior executives
  • Excellent written, verbal and presentation skills
  • Experienced at working in time critical operational environments with fixed deadlines
  • Proven ability to complete projects to an agreed deadline and achieve results in a highly dynamic work environment
  • Proven ability to lead and motivate a team to achieve well communicated expectations
  • Proven strong negotiating and consensus building abilities
