The Grants Team sits within Finance and Group Operations and consists of 8 staff: 1 G7 post; 3 SEOs, 2 HEOs and 2 EO posts, all based in Leeds. Grants are a financial instrument used to deliver Government policies and fulfil operational needs. Annually the Department makes grants of approximately £200m to a wide range of organisations including the voluntary sector and funding to overseas through Official Development Assistance (ODA).
The Grants Efficiency Programme was established to transform the efficiency and effectiveness of government grant making. The operational and strategic risks identified across the Government grant making process, subsequently informed the development of a set of Minimum Standards for general grants which seek to promote effective grant making. These standards form the backbone of grants governance in the DHSC.
The Grants Team own the Department’s grants governance process and ensure compliance to the Minimum Standards. It achieves this by:
- providing advice and guidance to policy teams, to support them in awarding grants and to ensure that policy teams adhere to all relevant approvals, monitoring and evaluation processes (both in-year and at year-end);
- managing the projects being delivered through the Health & Wellbeing Programme
- oversee management of projects being delivered and funded through Overseas Development Assistance
The Grants Manager role is to partner and collaborate with a range of stakeholders. They undertake grant management of a portfolio of projects including those awarded under the Health & Wellbeing Programme and several domestic policy grants. They will ensure that performance and financial monitoring is aligned to both internal and external controls.
The post-holder will lead on problem solving issues arising within their portfolio and provide advice on issues to reach a positive solution.
The role represents an excellent development opportunity to be involved in designing and embedding systems and processes to influence how DHSC grants are used to gain best value for money.
The key responsibilities include:
• Have line management responsibility for 1 member of staff and will be expected to coach and empower them through suitable support and delegation, set clear and stretching objectives and provide regular constructive feedback and tackle poor performance swiftly;
• Be expected to take an active role in ensuring that Finance Group Operations is a great place to work, taking corporate responsibilities across the Directorate;
• Responsible for management and oversight of a portfolio of projects across the Department to ensure that they have appropriate governance and control and adhere to the Cabinet Office Functional Standard for grant-making and HMT Managing Public Money.
• Effectively engage with both internal and external stakeholders (policy leads, system partners, voluntary sector organisations, other Government Departments, Cabinet Office and HMT) to support the delivery of business outcomes.
• Provide training to stakeholders through supporting the grants module of the grants policy skills certificate
Key Skills Required for Role:
• Excellent interpersonal skills including the ability to communicate effectively (written and verbally) with staff and stakeholders at all levels
• Good organisational skills and a proven ability to plan and manage competing priorities;
• Experience of managing grants or contracts is desirable but not essential.
