Building Digital UK (BDUK), part of the Department for Digital, Culture, Media & Sport (DCMS) is responsible for ensuring that every UK home and business can access fast and reliable digital connectivity. The government is investing £5 billion to ensure that everyone will have the same access to gigabit-capable broadband.
BDUK manages a portfolio of high-profile programmes delivering increased capacity and coverage in fixed broadband and mobile connectivity.
The ability to efficiently collect, manage, analyse and share high volumes of complex project data is fundamental to the effective delivery of digital infrastructure programmes, working closely with colleagues in the Strategy, Policy and Programme Delivery teams.
As part of the BDUK strategy team, you will develop an understanding of the current and future digital infrastructure landscape across the UK. Working collaboratively with both internal and external stakeholders to form a picture of connectivity throughout the UK, you will use data from a range of commercial broadband suppliers to identify gaps and opportunities and deliver valuable evidence-based insight and understanding of the continually changing picture of digital infrastructure across the UK.
Lead on establishing a tool set and environments for doing data science and visualisation work.
Work as part of multidisciplinary teams to deliver Geospatial plans and develop new insights into local Gigabit infrastructure delivery opportunities.
Proactively investigate opportunities for using data science techniques across BDUK.
Document approaches and work completed to ensure that it is sustainable.
Provide expert advice on data science and visualisation including geospatial.
Champion open, agile and iterative ways of working.
Engage with stakeholders across BDUK, particularly the Local Relationship & Commercial .teams.
Use mixed methods to understand and tackle loosely defined problems, develop hypotheses and come up with relevant insights to formulate strategy and inform decision makers.
Work on end-to-end projects to ensure your findings are executed and tested in the desired way.
Work closely with cross-functional teams of Analysts, product owners, engineers, designers and others across BDUK.
Communicate insights and recommendations to non-technical audiences, through clear visualizations and data storytelling.
Essential Criteria
Proven evidence of managing and analysing large and complex reference datasets in a relational database environment (e.g. Postgres / PostGIS, R Studio)
Proven evidence in automation of data processing and analytical tasks using a relevant coding language (e.g Python, R or similar).
Proven evidence in undertaking spatial analysis of large and complex datasets using GIS specialist software (e.g. FME, QGIS, ESRI ArcGIS, etc.) in a high-profile project or programme management or environment.
Data visualisation tools (such as Tableau, Qlik Sense, matplotlib, ggplot2, RShiny, or similar)
Experience of using data science methodologies with large datasets
You have experience designing, monitoring and analysing A/B tests or other methods of causal inference.
Experience working on projects involving full product development journey, from ideation to prototype to launch.
Excellent communication skills are required, particularly the ability to explain technical concepts to a non-technical audience and produce clear, high quality analytical output in both written, visual/cartographic and verbal format.
