Job Description

Key Duties and Functions:

The Technical Advisor I (TA) will lead and contribute to the following: technical assistance and quality assurance to portfolio projects; proposal capture and design, thought leadership, learning agendas and strategic partnerships.  The TA also supports BD efforts including strategic planning, priority setting and pipeline management; contributes to EPE sales and pipeline target analysis as well as EPE’s business plans. The TA will serve as a mentor to new proposal leads; coordinate and collaborate with other G3E departments, FHI 360 regional offices and business units; and support building the capacity of EPE staff in BD, department processes and procedures and thought leadership efforts.

Technical Assistance:

  • Provide technical content or review of EPE proposals
  • Ensure EPE project implementation quality with work plan development, review of Quarterly Progress Reports (QPRs), Monitoring & Evaluation (M&E) indicators and target setting and conducting annual reviews or quality assessments.
  • Coordinate and collaborate with other G3E departments on EPE-related efforts
  • Support EPE impact and effectiveness with project assessments, program evaluations, portfolio reviews, and recommendations for improvement
  • Mentor other FHI staff on EPE technical content or business development efforts

Thought Leadership, Positioning and Partnering:

  • Inform EPE Program innovation with the latest industry research and sector trends, translating information into strategic direction, programming options and organizational positioning for the Department
  • Contribute to EPE Learning agenda efforts
  • Support EPE priority setting to reflect technical excellence, potential for impact, and our unique value added
  • Develop new areas, approaches or concepts to be applied to EPE programming
  • Support technical thought leadership initiatives, learning agendas,
  • Represent FHI at professional events or working groups in EPE related areas as assigned
  • Contribute to EPE annual business plans and portfolio presentations. Help determine sales targets, conduct regular pipeline analyses, set priorities for the portfolio’s BD efforts and technical areas of focus based on evolving market trends.
  • Support technical thought leadership initiatives, learning agendas, and serve as company liaison to external organizations at professional meetings and/or conferences in relevant technical disciplines.
  • Maintain and raise the visibility and profile of EPE internally to FHI 360 and externally with key donors, funders and strategic partners.
  • Identify and cultivate potential private sector and other strategic partnerships to support EPE initiatives and technical areas.

Business Development:

  • Develop or review EPE technical content for FHI proposals such as strategies, approaches, work plans, targets and indicators
  • Support business development activities in EPE technical areas throughout the business cycle (before, during and after funding opportunities are released)
  • Cultivate partnerships with strategic development, private sector and funding organizations
  • Contribute to EPE annual business plan and portfolio presentations
  • Contribute to portfolio priorities and funding targets based on industry trends and global developments
  • Assist development of institutional capability statements (‘capes’), writing past performance records of EPE projects, and developing promotional /marketing materials.

Internal Capacity Strengthening:

  • Lead and support EPE team capacity strengthening to excel in proposal processes and deliver excellent technical quality.
  • Assist with development of institutional cape statements, PPRs, capturing and managing Portfolio capabilities and marketing materials.
  • Also perform other duties and tasks as assigned.

Key Skill Sets

  • 8 years of technical assistance experience
  • Ability to track development sector trends and translate industry information into strategic direction, programming options and organizational positioning for the Department
  • Demonstrated successful 3-5 years of experience in business development, including leading successful major new awards with USAID and other major development funders
  • Strategic business planning and analytical skills
  • Strong background or formal training in either Economic Participation and/or Environmental Sciences, with 8-10 years of experience in at least one technical field, and a minimum of 2-3 years in the other.
  • Excellent networks, preferably in both technical sectors, including donors and other key stakeholders (e.g., corporate partners)
  • Excellent oral and written communication skills, organizational and project management skills.
  • Ability to influence and collaborate with others and to build strong external and internal partnerships
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to problem solve and implement corrective action as needed.
  • Demonstrated experience with project management, oversight, and implementation.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English.

Education:

  • Masters’ Degree or its International Equivalent in Economics, Education, Environment, , International Development, or Related Field.

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.
