Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an experienced Quality Assurance Engineer to lead/support audit and surveillance activities at the Pueblo, CO location. This position will report to the Quality Assurance Supervisor at the PCAPP project. The successful candidate will be expected to work near and or in a chemical demilitarization operating facility and perform quality/performance assurance oversight activities.This is a long-term assignment with a 4-10 schedule. The work hours are from 6:30am — 5:00pm Monday — Thursday. This position may require additional overtime hours as deemed necessary.

 

Responsibilities

  • Implements the QA program/plan for the project.
  • Ensures timely and effective implementation of the project quality assurance program/plan as directed by the QA Supervisor.
  • Prepares quality assurance audit checklists and leads/participates in audits.
  • Provides recommendations and support to project personnel to correct quality deficiencies.
  • Identifies and reports conditions that require corrective action by management and follows up to support completion.
  • Follows up on actions taken in response to audit/surveillance findings to support adequate close out.

 

Qualifications and Skills

Basic Qualifications

  • Level 1:Bachelors degree in an engineering or a related scientific discipline, from an accredited college or university with at least 6 years of relevant work experience in  engineering such as systems startup, mechanical and field engineering, electrical engineering or plant operation in large industrial plants, utilities, process plants or other engineering/construction firms. In lieu of a degree, minimum of 12 years of relevant work experience in relevant types of engineering such as systems startup, mechanical and field engineering, electrical engineering or plant operation in large industrial plants. 
  • Level 2: Bachelors degree in an engineering or a related scientific discipline, from an accredited college or university with at least 9 years of relevant work experience in relevant types of engineering such as systems startup, mechanical and field engineering, electrical engineering or plant operation in large industrial plants, utilities, process plants or other engineering/construction firms. In lieu of a degree, minimum of 15 years of relevant work experience in relevant types of engineering such as systems startup, mechanical and field engineering, electrical engineering or plant operation in large industrial plants. 

 

 

Additional Qualifications

  • Proficiency in the use of applicable computer applications.
  • Proficiency in oral and written communication.
  • Ability to work independently or as part of a team; high degree of accountability and ownership.
  • Strong organizational and leadership skills.
  • Demonstrated ability to plan, organize, lead, and monitor a wide variety of team efforts to their successful conclusion.
  • Intermediate knowledge/skills in analyzing information:

  • Promoting process improvement and a quality culture
  • Developing standards
  • Managing processes, methods and procedures
  • Quality engineering
  • Critical thinking and problem-solving techniques
  • Intermediate knowledge in the application of engineering, environmental, industrial safety and health, procurement, construction, start-up, commissioning, operations, decommissioning sufficient to implement regulatory and quality program requirements.
  • Ability to plan and schedule assigned work and complete tasks on time.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimum supervision.
  • Previous experience at a DOD or Chemical-Demilitarization job site.
  • Basic knowledge of Six Sigma tools and methodologies.
  • NQA-1 Lead Auditor Qualification
  • Must be a US Citizen.
  • Must be able to obtain and maintain any security clearances required for this position per Army Regulation 50-6 (Chemical Surety).
