This position is contingent upon project award and will support a US Navy program to provide Defense Critical Infrastructure (DCI) technical support in the areas of On-site Assessment, Analysis and Characterization, Exercise and Contingency Support, Tools and Data Management, and Situational Awareness. 

The analysis efforts shall range from focusing on a single asset to an analysis of an infrastructure network. The predominant focus will be on Telecommunications, Energy Security, and Control Systems analysis. The program will provide technical support services for systems engineering and program analysis. The general work areas include: Systems Engineering, Mission Analysis, Intellectual Outreach & Technical Review, and Configuration Management. 

The assignment allows for telework with travel to US Naval sites as required. For base access, U.S. Citizenship is required, and all candidates must have an active or Interim Secret clearance. We may be able to sponsor clearances for the right candidates.

Position Summary:

The Program Analyst will perform cost estimating, analysis, control and reporting activities as well as planning and scheduling analysis and control activities including:

  • Providing project lead or program analysis support, such as system engineering documentation, program or project planning, scheduling, and milestone decision support.
  • Providing program management support in tracking deliverables, meeting minutes, and action item accomplishments. 

Qualifications and Skills

Basic Qualifications

  • Level 1: Bachelor's degree from an accredited university with at least 1 year of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 7 years of professional experience.
  • Level 2: Bachelor's degree from an accredited university with at least 3 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 9 years of professional experience.
  • This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.
  • Must be a U.S. Citizen per contract requirements.
  • You must possess at least an active or interim secret security clearance.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work sites. 

Minimum Qualifications:

  • Two (2) years of experience in the following:

    - Providing project lead or program analysis support, such as system engineering documentation, program or project planning, scheduling, and milestone decision support.

    - Providing program management support in tracking deliverables, meeting minutes, and action item accomplishments.

  • Proficiency with software applications such as Excel, Access, Word, and PowerPoint.
  • Skilled in oral and written communication.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives. 

Preferred Qualifications:

  • Experience in performing and monitoring cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
  • Demonstrated ability to plan, organize, and perform cost engineering and cost estimating products. This includes preparation of financial reporting products with guidance using professional judgment and knowledge related to technical cost engineering skills and engineering design and construction practices.
  • Experience in preparing, monitoring, and reporting schedule information.
  • Demonstrated capability with Primavera (P6) scheduling or cost processor software applications on complex engineering and construction projects.
  • Demonstrated ability to plan, organize, and perform planning and scheduling products. This includes the preparation of the products with guidance using professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
