Onsite Tool Coordinator

Bechtel Equipment Operations (BEO) Small Tool Program Supervisor(s) leads the BEO Tool & Consumable program, also know as the Tool Account Program (TAP program) at the project location, including receipt, organization, storage, issue and replenishment of project tools and consumables to support the work at the project site.

 

Position Summary:

The Onsite Tool Coordinator (OTC) reports to the On Site Tool Manager (OSTS). The Onsite Tool Coordinator is responsible for managing and distributing the Small Tool and Consumables on the project. The Onsite Tool Coordinator interfaces with the OSTS and implements the strategies as instructed by the OSTS to direct daily activities. The OTC instructs and trains tool room and tool warehouse attendant(s) as required, manages and uses ToolHound, The OTC is responsible for knowledge of BEO and site procedures, preparation of the recommended list of tools and consumables with quantities based on projected craft staffing for project and as received through interface with the discipline site supervisors. 

The OTC provides reports to the OTC as requested to help achieve the overall objectives of the tool program and project. They will be responsible for inventory control and security practices in coordination with the OSTS and site warehouse and tool rooms.  

The Onsite Tool Coordinator is responsible for understanding the components and obligations of the Small Tool Program. These components include the management of small tools and consumables supplies necessary for module yard operations, developing field RFQs, requisitioning construction tools and consumables while leveraging supplier agreements, remaining focused on delivering overall value versus lowest price on all of our tools and consumables. The OSTS will support BEO procurement as needed with bidder identification, pre-qualification, review of bidder lists, bid solicitation, bid analysis, as well as administration of field material requisitions.

The OSTS reports operationally to the OSTS and functionally reports to the Tool Operations Manager in the USA.

 

 Responsibilities:

  • Attends and contributes to the daily safe work plan and toolbox meetings. Discussion on the “Plan of The Day”.
  • Performs the physical count and inspection of arriving material.
  • Prepares Field Material Request’s (FMRs) and reviews packing lists and bills of lading for completeness and accuracy upon receipt of goods.
  • Reviews Material Receiving Reports (MRRs) for completeness, accuracy, and timeliness.
  • Prepares documentation to record unsatisfactory over, short, and damage conditions of material received.
  • Ensures that corrective actions are completed and prepares formal Unsatisfactory, Over, Short & Damaged Reports.
  • Provides direction to assigned personnel to ensure that material is stored in accordance with the project procurement storage plan and that the location of material in storage is properly recorded on the appropriate storage records (manually or automated).
  • Performs physical inventories on a timely basis to ensure valid records are continuously maintained.
  • Performs periodic inventory checks to balance, cycle or update existing inventories and discrepancies.
  • Supports Site Requests with materials and product based upon requests, deliveries, or sourcing to ensure that issues are properly controlled and documented in accordance with project procedures.
  • Assists in the disposal of surplus project materials as approved by BEO management and the OSTS.
  • Prepares shipping documents and registers for the OSTS for Small Tool and Consumable materials shipped from the project site.
  • Develops Individual Jobsite Instructions for performance of work within area of responsibility.
  • Provides on the job training for employees under their direction.
  • Responsible for the safe work plan and execution of activities under their direct control.
  • Prepares and maintains Inventory Control Records (manual and automated).
  • Administers the inventory on hand, including data entry into the tool management system, transfers to specific projects, and tracking of tools for repair.
