Job Description

Description of Duties 

1.    Provide strategic advice to the Country Director with the view to coordinating resources mobilization, develop project documents and build the portfolio of labour migration interventions with different donors and the GoB (relevant ministries and institutions) as well as representatives of the social partners; 
2.    Draft, coordinate and review technical inputs to office documents (including technical committees, project reports, stakeholder meetings and other relevant reports) with regards to labour migration. 
3.    Ensure effective implementation of the project through timely provision of inputs, effective backstopping, timely and efficient delivery of outputs, monitoring and evaluation of the project activities in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines, and administrative and financial procedures;
4.    Guide and supervise the work of the project staff, in both administrative and technical aspects, such as administrative coordinating; technical design, monitoring and evaluation, and reporting of project activities; ensuring effective co-ordination of action programmes in order to deliver integrated and comprehensive interventions; and creating a learning, knowledge sharing, and staff-development friendly environment;
5.    Develop and review institutional frameworks, in which government agencies and social partners can best improve, implement and evaluate efficient and effective interventions in the area of labour migration governance; 
6.    Identify partner agencies for implementing different activities, collaborate in the design of actions and arrange their monitoring, backstopping, evaluation and adaptation where appropriate;
7.    Build and maintain partnerships with the concerned government ministries and departments in Bangladesh, the employers' and workers' organizations, UN and international organizations, non-governmental organizations, and the donor, in the planning and implementation of activities under the project;

8.    Liaise closely with IOM, UN Women as partners of the project and various UN agencies, bilateral donors, media and NGOs with programmes on migration or complimentary mandates;
9.    Oversee all programme management and ILO technical activities under the project; prepare periodic and ad hoc reports on the status of programme planning and implementation; coordinate the project’s mid-term and final evaluation;
10.    Provide technical advice and coordination for the different technical components of the project promoting the ILO frameworks and instruments regarding labour migration, equality of opportunity and treatment for women and men, and the relevant International Labour Standards.
11.    Support the project steering committee and project coordination committee set-up by the Government under the project;
12.    Collaborate with MIGRANT, DWT and Regional Office, ITC-ILO Turin, and other ILO units as appropriate;
13.    Maintain liaison with ILO's other projects in and outside the country on migration, skills, prevention of forced labour and trafficking, social security, cooperatives, etc. and exchange knowledge and information as required for mutual benefit;
14.    As may be entrusted by the Country Director from time to time, represent the Organization on matters related to the project and assist in promoting the activities of the Organization.
15.    Carry out other duties as may be assigned by the Country Director.

Required qualifications

Education 

University degree (Bachelor’s or equivalent) in development, economics, management, social science or related field with demonstrated expertise in the subject area. 

Experience 

Minimum of 5 years of professional experience in managerial positions, including field experience in project management and implementation in the region. Familiarity with ILO standards, policies and procedures. Experience in working on labour migration and gender issues would be an advantage.

Languages 

Excellent command of English. Bangla native speaker.
