Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.   

Candidates for unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check with Local Check (NACLC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable. 

Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Government Property Specialist at the Pueblo, CO location. This position will report to the Government Property Manager at the PCAPP project. This position provides principal support to the project in the administration of the government property control program in accordance with the Federal Acquisition Regulations and the NS&E Government Property Management Manual. 

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. 

This is a long-term assignment with a 9-80s schedule. The work hours are from 6:30am – 4:00pm Monday – Thursday, and 6:30am – 3:00pm every other Friday. This position may require additional overtime hours as deemed necessary. 

Responsibilities

  • Gathers and compiles support data for assembling government property control baseline requirements and for the preparation and the administration of the property control programs.
  • Assists managers and administrators in completion of various tasks required by the Government Property Management Procedures, compliance with applicable regulatory requirements and property records management systems.
  • monitors areas of property control management and compliance with prime contract obligations, as assigned.
  • Conducts investigations and inquiries into specific government property control management areas, as assigned.
  • Organizes materials for the preparation of meetings, presentations, and training sessions.
  • Drafts correspondence and assists in the preparation of periodic status reports.
  • Conducts inventories, reconciles reports and prepares reports and metrics.
  • Assists in the identification of requirements such as compliance/flow downs from prime contract, contract insurance provisions, and deviations from standard procedures/manual
  • Assists with and or develops procedures, instructions, forms, and training programs
  • Implements government property processes such as property control, inventories, training, employee orientation, and disposal processes
  • Maintains property record databases for uniquely identified property, summary records, subcontractor property, excess property and disposed property
  • Prepares various property reports upon request such as government inventory and government property status
  • Prepares trend analyses
  • Participates in government property related meetings and organizes materials for the preparation of meetings, presentations and training sessions
  • Acts on own initiative on assigned property control activities of increasing complexity with little supervision. Conducts investigations and inquiries into specific government property control management problems.
  • May oversee and administer programs with the property control system such as the management of vehicle fleet. 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s Degree in Business Administration or Supply Chain Management plus 1 year of relevant work experience in general procurement, government property control and/or related experience
  • In lieu of a degree, 7 years of relevant work experience in general procurement, government property control and/or related experience
  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *   

Minimum Qualifications

  • Demonstrated analytical and organizational skills.
  • Demonstrated oral and written communication skills.
  • Some basic knowledge of contract types, terms and legal requirements.
  • Knowledge of Bechtel policies and ability to interpret contract language.
  • Basic knowledge of Federal Acquisition Regulations Part 45 and applicable Agency Supplements.
  • Basic understanding of governmental contracts and the flow-down of applicable clauses and requirements.
  • NPMA CPPS certified or willing and able to become. 

Preferred Qualifications

  • Knowledge of the Bechtel Procurement System, Sunflower System and Maximo System
  • Prior PCAPP project experience
