Position Summary

This position is for a Fire Protection Engineer position and will support a U.S. Government customer in the area of administration and modification of existing and new facilities in Chantilly, VA. The scope of the contract includes but is not limited to construction estimating, construction management, program management, electrical engineering, mechanical engineering, fire protection and other niche technical disciplines, as well as administrative support skilled areas.

This role is responsible for managing project design and/or construction efforts, to include schedule, funding, and day-to-day project oversight. Additional duties include Engineering review, coordination, and oversight of operations and maintenance, repair, and construction work. 

This position is contingent upon contract award and funding.

Responsibilities

  • Overseeing and coordinating activities with the trade shops, including prioritization of work, review of ongoing projects, and inspection of installed equipment.
  • Overseeing and coordinating work orders, service orders, and projects.
  • Developing cost estimates, documents, and reports.
  • Coordinating energy program and analyzing utility costs.
  • Providing after hours engineering services in the event of an emergency.
  • Managing and evaluating construction contractor performance.
  • Integrating and coordinating projects with field personnel
  • Evaluating, validating, and managing project change requests.
  • Providing official weekly project status reports.
  • Preparing and distributing project communication with customers, management, integrated project teams, and stakeholders.
  • Assisting the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration.
  • Assisting the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR.
  • Providing invoice supporting information to the COTR for payment.
  • Preparing and monitoring project schedules and budgets; providing technical guidance and assistance on contracting and construction-related issues; directing design efforts; recommending construction documents for approval; and providing oversight of any follow-on maintenance programs.
  • Optimizing performance, cost, and schedule by ensuring project objectives are achieved on schedule and at the lowest cost compatible with user requirements.
  • Conducting design reviews with the customer.
  • Ensuring timely input of all data, comments, and documentation into MAXIMO software project management tool. This requirement applies to all projects, work orders, and tasks across the project lifecycle.
  • Ensuring integration of all systems, including information technology, telephone, security, electrical, HVAC, and plumbing.
  • Preparing Contractor Performance Report (CPR) upon contract closeout. 

Qualifications and Skills

Basic Qualifications

  • BS degree in Engineering (Mechanical), from an accredited university, with at least 9 years of relevant experience in disciplines such as mechanical systems, high voltage power, fire protection.
  • US citizenship is required per contract requirement.
  • Possess active security clearance or ability to obtain within 6 months of selection.

Minimum Qualifications

  • Registered Professional Engineer in USA (Mechanical or Fire Protection).
  • Knowledge of industry and regulatory guides, codes, and standards, broad knowledge of the application of Fire Protection engineering design principles.
  • Excellent communication skills (both verbal and written).
  • Ability to utilize engineering and office automation tools effectively.
  • Broad knowledge of the application of Mechanical engineering design principles.
  • Strong knowledge of mechanical and high voltage systems, schematics, and layouts.
  • Strong understanding of engineering drawings, systems calculations, equipment sizing and interfaces
  • System related experience includes, but is not limited to, design development of fluid systems and hydraulics, heat transfer, HVAC design, and thermodynamic calculations, drawings, and specifications. 

Preferred Qualifications

  • Active Secret Clearance
  • Experience working with procedures meeting quality assurance programs such as ISO-9000.
  • Experience working with government agencies, like the Department of Defense (DOD) or the Department of Energy (DOE).
  • Knowledge of Bechtel Corporate guides and standards and relevant CAD, CAE, and Bechtel standard computer applications.
  • Experience with ProjNET and DrChecks
  • Experience coordinating with A/E design firms and subcontractors throughout the design and procurement phases to ensure end deliverables contain necessary information for installation.
  • Experience developing equipment procurement packages.
