Job Responsibilities:

• Assists with Client contract management and payments.
• Reviews monthly professional services and contractor invoices for various Client transportation projects, the Coachella Valley Association of Governments, and Client-owned SCRRA station maintenance.
• Prepares Independent Cost Estimates (ICE) for upcoming Client professional services contracts.
• Performs Bid Analyses comparing various bidders to each other and to the previously prepared ICE.
• Coordinates with Client Project Managers and Bechtel Project Coordinators for bi-weekly reviews of Client Capital projects, including bi-weekly costs analyses.
• Monitor Client environmental, design, construction management, and geotechnical on-call contracts.
• Plans, coordinates, and directs the preparation of Client-specific annual budgets, annual accruals, and quarterly budget vs. actual reporting.
• Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.
• Investigates requirements for estimating and/or cost control data for a specific discipline or other specialty applications.
• Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty applications.
• Performs data analysis, identifies problems, and makes recommendations.
• Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
• Actively participates in and promotes the company’s Safety, Quality, and Diversity & Inclusion programs. 

Basic Qualifications:  

• Level 1: Bachelor’s Degree in engineering, Construction Management or related field with one (1) years of project controls or cost related work experience. In lieu of Bachelor’s degree seven (7) years of project controls or cost control experience.
• Level 2: Bachelor’s Degree in engineering, Construction Management or related field with three (3) years of project controls or cost related work experience. In lieu of Bachelor’s degree nine (9) years of project controls or cost control experience.
• Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis.
• Excellent oral and written Communication.
• Well versed in Microsoft Office 365 software applications.
• Knowledge of financial reporting systems and controller account codes.
• Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
• Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
• Knowledge of Caltrans and/or FTA procedures and processes preferred, but not required.
