Project Summary

In August of 2017, Georgia Power selected Bechtel to complete construction of the two-reactor expansion of a nuclear power plant near Augusta, Georgia. Plant Vogtle Units 3 & 4 will be the first new units built in the U.S. in the last three decades and are currently the only new units being constructed in the country. 

At the peak of construction, this vital project will employ up to 8,000 on site.  These positions will include building tradespeople, engineers, field supervisors, construction and project managers, quality assurance professionals, safety professionals, procurement, subcontract specialists and many others. 

This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays.  All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.  The ability to obtain/maintain access to the facility is required. 

Position Summary

Responsible for the management and oversight of assigned construction, maintenance, or site services subcontracts from conception to closeout. 

Provides guidance and direction to less experienced Contract Technical Representatives (CTRs) who:

  • Implement construction, maintenance, or site services contract management in accordance with project policies and procedures.
  • Oversee and monitor contractor performance in accordance with the terms and conditions of complex contracts and site-specific requirements.
  • Coordinate with Design Engineers, Construction, and other Contractors in the performance of the work. 

Receives functional and operational direction from the Lead Contract Technical Representative. 

Responsibilities may include:

  • Overall responsibility for performance of assigned construction, maintenance, or service contracts, including safety, quality, cost and schedule performance.
  • Maintains required safety, quality, and security training.
  • Ensuring compliance including taking the necessary steps to stop work if continuing the job is unsafe or compromises quality or security.
  • Adheres to policies and programs, providing feedback to Functional and Project Management with issues pertaining to implementation of the procedures. 

Other duties include:

  • Serve as the primary point of contact between the Construction Management Team (including Site Manager, Unit Managers, and Building Managers) and the contractor.
  • Assembles and submits the requisition package including; participation in development of the Scope of Work.
  • Working with Engineering and Document Control to ensure development the Technical Documents List (TDL).
  • Working with the Safety Representative to determine the appropriate clauses to invoke to properly define the subcontract ES&H Requirements.
  • Working with the Security Representative to properly define the subcontract Security Requirements.
  • Working with the Quality Assurance to ensure development of the subcontract Quality Requirements.
  • Working with each exhibit owner to ensure the appropriate submittal requirements from each exhibit are included in the Schedule of Required Vendor Data (SORVD).
  • Preparation of Field Conditions and contractor Training Matrix.
  • Assisting with generation of the Technical Evaluation Criteria, if required.o   Assisting the Subcontract Administrator (SA) with preparation of the solicitation package to ensure commercial language and Special Conditions are tailored to satisfy project requirements.
  • Review of the completed solicitation package prior to issue.
  • Participating in technical evaluations of proposals/bids.
  • Provide oversight of the program and subcontract compliance with safety, quality, cost, schedule, security, and environmental contract performance within the terms of the contract at all tiers of the contract.
  • Ensuring the appropriate Subject Matter Expert (SME) are assigned to perform verification of jobs in progress to ensure contractors meet all requirements of safety, security, specifications, environmental control, workmanship and schedule.
  • Maintain expert level knowledge of the contract and initiate trends/deviations for approved changes or any change that impacts the cost and schedule of the subcontract.
  • Coordinating Owner provided training for contract personnel.
  • Coordinate arrangement for site access and de-conflict competing site activities.
  • Confirm that all required permits, clearances, work documents, and other requirements are in place prior to the subcontractor commencing work.
  • Ensuring Coordination, tracking and timely processing of subcontractor RFIs, submittals, Non-Conformances and Technical Change Documents.
  • Oversee and monitors day to day performance of complex contracts.
  • Inform Management of Project Health and Safety Issues.           
  • Conducts and/or supports progress review and coordination meetings.
  • Construction and walk-downs as required.
  • Generates a Daily Activity Report and Monthly STR Subcontract Report.
  • Support the CA and participates in change negotiations.
  • Review and approval of subcontractor's invoices.
  •  Supports the subcontract close out activities including but not limited to acceptance inspections, punch list, closeout of claims, completing a Subcontractor Performance Report, etc.
  • Assists the CA with maintaining subcontract files.
  •  Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting subcontract policies or programs; recommends sound, practical solutions to complex issues.
  • Fosters a mutually respectful work environment that is free from discrimination and harassment.
  • Provides oversight and technical guidance to subcontract support, subordinates and/or clerical employees, if assigned. 

Qualifications and Skills

Basic Qualifications

  • Level I: B.S. Degree in Engineering or similar from an accredited program and 6+ years of experience or 12+ years related experience in lieu of degree.
  • Level II: B.S. Degree in Engineering or similar from an accredited program and 9+ years of experience or 15+ years related experience in lieu of degree.
  • Possess right to work in the US without sponsorship
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
  • Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility. 

Minimum Qualifications

  • Proficient in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
  • Expert level knowledge of the site's organizational structure.
  • Expert level knowledge of subcontract policies and procedures.
  • Expert level knowledge of contract management.
  • Experience in the preparation and presentation of oral and written reports.
  • Relevant work experience and knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and work practices. 

Preferred Qualifications

  • Prior experience in the Nuclear Power or Nuclear Facility industries.
  • Working knowledge of NQA-1 quality requirements.
