Position Summary:

The Fire Protection Engineer / Specialist (FPE) reports to the Fire Protection Manager (FPM), and is responsible for assisting the FPM in the development, implementation, and maintenance of fire protection requirements and programs applicable to safety & health, construction, startup, commissioning, maintenance, engineering, and operations activities of the Waste Treatment Plant.  The FPE acts as the primary Fire Protection Program (FPP) interface with facilities management for facilities as assigned.

This position is a “Technical Support Position” for Category 3 Nonreactor Nuclear Facility as defined in DOE Order 426.2, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities.

Project Overview:

Located in sunny Eastern Washington State, surrounded by the beautiful Columbia River, this is a key Fire Protection position supporting the Waste Treatment Plant (WTP) Project in protecting our Nations waterways and groundwater supplies. 

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

 The WTP Project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects, spanning 65 acres with four major treatment facilities; Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

 This S&H FPE position is located on the Hanford Reservation at the WTP (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. While not intended to be an alternative shift position, the selected applicant needs to be able and willing to occasionally work night shift (5:30pm to 4:00am) and weekends as needed to support the Project.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum.  WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

Responsibilities:

Develops, refines, and implements FPP documents and tools.

Assists in the development of fire protection Program requirements.

Maintains an in-depth knowledge of fire protection disciplines.

Assesses implementation of and compliance to the FPP.

Identifies and reports deficiencies to the FPM and Plant Management.

Reviews and maintains an understanding of facility WTP Fire Hazard Analyses.

Maintains an understanding of facilities’ fire protection features.

Maintains a working understanding of process flow diagrams, system design descriptions, and facility design descriptions.

Maintains an understanding of WTP documented safety analyses (DSAs).

Performs facility audits in accordance with Fire Protection Facility Assessment plan.

Periodically reviews Pre-Fire Response Plans.

Assists in the coordination of fire department familiarization tours.

Performs and records monthly facility fire protection inspections.

Maintains a functional understanding of inspection, testing and maintenance (ITM) fire sprinkler systems.

Maintains a functional understanding of ITM of fire alarm systems. 

Performs Hot Work Permit program oversight, audits, and evaluations.

Performs Technical Safety Requirements inspections of assigned facilities.

Provides back-up fire protection staff to ensure implementation of the FPP.

Identifies and implements actions to promote improvements and correct deficiencies in the implementation of the FPP.

Assists in the identification and clarification of fire protection attributes in the planning process to ensure work is accomplished in accordance with FPP requirements.

Assists in the development and approval of compensatory actions for fire system impairments.

Supports the Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment.

Performs desk work, including writing, computer workstation processes, and telephone operation.

Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting.

Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

Qualifications:

Bachelor’s degree in Fire Protection Engineering, Fire Science, or related degree with a minimum of 4 years of related experience working in an FPP.

In lieu of a 4-year degree, a two-year degree may be considered with 8 years of experience working in an FPP.

Demonstrated ability to incorporate requirements into project implementing documents and in maintaining these documents current with source requirements.

Computer literacy in Adobe, Skype, Microsoft Word, Outlook, Excel, Publisher, PowerPoint, Access, and Teams.

Must be able to communicate effectively in person as well in writing.

 Preferred Qualifications: (not required)

Department of Energy, NRC, or Naval Nuclear Propulsion Program experience desired.

2 years of experience implementing fire protection requirements on DOE or DOD-Demil projects.

Nuclear experience, full-time related academic training may be substituted on a one-for-one basis for 2 of the 4 years of nuclear experience.  

Successful completion of Engineer in Training (EIT) examination or Fundamentals of Engineering (FE) accredited through National Council of Examiners for Engineering and Surveying (NCEES) OR Professional engineer’s license.
