Carry out a desktop review of the current prescribed systems and processes, for all financial transactions including a review of BV’s SDA (Scheme of Delegation Authority) to ensure that approvals processes are clearly outlined.
Review and refine the Financial Management Manual and support its roll-out to the sites, including an assessment of how descriptive our policies need to be in order for them to be easily followed
Provide financial technical support and advice to the programme staff, including capacity building in financial management & planning
Guide the development of strong procurement policies and procedures to minimise opportunities for irregularities and fraud…
Experience in financial control or financial management
. A Chartered accountant would be desirable.
Considerable previous relevant experience in financial functions including accounts and bookkeeping, procurement and supply chain
International NGO experience, is highly advantageous to have experience with country programmes that are expanding
Demonstrable experience of progressive development across your career from local to country level responsibility
Demonstrable experience in donor compliance issues across a range of institutional donors
Demonstrable experience in system creation or system modification that meets donor compliance regulations
Knowledge of the malagasy “Code de Passation de Marché†would be a plus
Knowledge of the Malagasy governmental reporting regulations would be a plus
Fluency in French and English is essential with Malagasy highly desirable
Good numerical and IT skills (Google Docs – is highly desired)
