Job Description

Position Summary

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

 

Major Responsibilities:

Monitoring site construction activities and assist with for preparing Daily Activity Report.

Check and Review Contractor’s monthly invoice for quantities of work performed during the period.

Ensures that Contractor’s Telecom equipment, material and installation are in conformance with drawings and specifications.

Issues non-conformance reports for non-compliance or defective items.

Conducts surveillance inspections, hold point release inspections and witness other inspections. 

May supervise and direct the contractor work activities.

Review specifications, drawings, inspections, test reports, delivery schedule, operation & manual and technical data.

Assisting the Contractor for interpreting drawing and specifications.

Coordinate with the Design Engineering on constructability issues relating to Electrical discipline.

Review contractor’s proposed design and shop drawings.  

Review Contractor technical submittal, technical queries and field change document.

Assisting the Contractor compliance with QA/QC procedures, Inspection and Testing Plans and Method Statements to ensure all tests are carried out as per Contract requirements.  

Monitor the Contractor for approved material and storage for the project.

Monitor the contractor for proper weather protection of plant equipment and materials.

Reporting and coordinate with Resident Engineer and Assistant Resident Engineers on work activities.

Prepare punch list items when the work is ready for Initial Acceptance, issue the punch list and work with the contractor to track and close it in a timely manner.

Participate in I/A inspections with the Project Acceptance Team and third parties, obtain the punch list, track the progress and work with Contractor to close the deficiencies. 

Coordinate and resolve interfaces between different disciplines within a contract (e.g. between structural, architectural, mechanical, electrical, telecom, etc.)

Coordinate with Saudi Telecom Company (STC) for review of materials, approval and compliance with STC standards. Facilitate coordination of contractor's work with third parties, i.e., SEC, MARAFIQ, STC or other public agencies.  

Should be able to calculate the quantities of all Telecom items and also capable of verifying & checking contractors quantity submittals.

Coordinate with Engineering Department on technical issues. Supervise quantity take-offs.  

Participate in construction progress meetings.   

Review engineering design packages for constructability issues and lessons learned.

Provide technical guidance and knowledge transfer to young Saudi Engineers.

 

Skills and Qualifications:

 

Essential Technical:

Bachelor degree in Electrical or Electronic & Communication Engineering.

Minimum 7 years field construction experience in Outside Plant (OSP) Network Facilities.

Work experience required in the Installation, Splicing and Termination of Fiber Optic and Telecom Copper cables shall include Passive and Active Equipments.

Work experience with Instrumentation and Controls, Pre-Acceptance, Testing and Commissioning of SCADA, DCS and other Telecom Systems (BMS, CCTV IPTV, FTTH, Data Network System, Structured Cabling, Access Control and PA/PAGA System).

 

Essential Behavioral:

Good oral & written communication skills in English are required.

Knowledge and understanding of Inter-discipline coordination.

Excellent team player.

 

Preferred Technical:

 Should have experience in developing detail design drawings for fiber optic network routes, primary cable network, secondary network, data networks, CCTV, PA, Access Control, FTTH, civil work and premise distribution.

Should be familiar with International Codes and Safety Standards

Review of design and shop drawings.

Hands on experience in calculating quantities.

Must have experience in the review of design packages of site development and infrastructure projects.

Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook.

Knowledge of the use of subcontracts; knowledge of the contractor/ subcontractor’s responsibilities contained in subcontract documents.

Good working knowledge of Microsoft Office Works tools such Word, Excel, PowerPoint and Auto-CAD is essential.

Experience working in Middle East region is preferred.

 

Preferred Behavioral:

Prior experience supervising and administering subcontractors.

Ability to manage priorities and take on additional evolving responsibilities.

Demonstrated ability to influence the Contractor's team, and to make critical decisions where required.

Ability to work within a culturally diverse organization, recognizing and respecting differences.
