Project Overview:

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

 

Position Summary:

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Document Control Specialist at the Richmond, KY site location. This position will report to the Document Control Manager at the BGCAPP project.

 

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm. This position may require additional overtime hours as deemed necessary.

 

Responsibilities:

Based on established work processes, review, log, distribute, and file project documents, work orders, submittals, communication and other document types in accordance with procedures and guidelines

Perform data entry using InfoWorks (IW), Bechtel’s electronic document management system (EDMS)

Use Bechtel’s Standard Document Numbering (SDN) system to assign document numbers and assist project personnel in numbering documents using SDN

May assist in processing supplier submittal documents including coordinating their review and return

May assist in processing document change notices and building relationships between affected documents

Assist project personnel in the use of InfoWorks by providing general and technical support

Prepare and process records for scanning and archiving

Extract reports from InfoWorks, and perform quality control checks of scanned images and data entry

Assembles and compiles data to assist in development/maintenance of written desk instructions

Monitor and review data entry for Document Control. Perform daily, weekly, and monthly monitoring activities. Track to closure identified errors

Troubleshoot data anomalies and/or report discrepancies

Interface with internal and external customers on a routine basis in the resolution of questions or problems

Resolve minor software/hardware related computer problems within group, maintaining security and other database tables as needed

Assemble information, such as status reports, for supervisor and other department or project personnel as requested

May participate in development of procedures associated with coordination activities between project locations as related to document control functions

Maintain controlled hard copies of documents

Participates in Six Sigma process improvement projects

Make recommendations for work process improvements, procedures and practices

Ability to work overtime on a short notice as required

Ability to lift items weighing up to 30lbs

May train others in work group

May participate in records turnover activities and preparing records for records retention (archival process)

Perform other administrative activities/assignments as directed by supervisor

 

Qualifications and Skills:

Basic Qualifications:

·       Must be a US Citizen or have the right to work and remain in the U.S., without sponsorship

·       Must have a high school diploma or equivalent and 5 years of related experience

·       Must be able to demonstrate intermediate proficiency with data entry and records filing skills. A skills test will be administered to test proficiency.

·       Must have a valid driver’s license

·       Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *

 

Minimum Qualifications:

·       Knowledge of document control and associated work processes

·       Knowledge of technical vocabularies and terminology common to the assignment

·       Function well in a fast-paced environment and deal with pressure in a professional manner

·       Must be proactive, use individual initiative, follow assignments through to completion, and be attentive to detail, quality control and deadlines

·       Able to work independently with minimal day-to-day direction, and to exercise individual initiative, discretion, diplomacy, and judgment

·       Demonstrated familiarity with a variety of project documents and document processing requirements

·       Possess a high degree of flexibility, have strong interpersonal skills and proven record as a team player

·       Good oral and written communication skills

·       Good organizational skills

·       Demonstrated ability to set up and maintain project, document control or departmental filing systems and procedures

·       Effectively deal with and adjust quickly to changing priorities

·       Excellent working knowledge of computer applications (e.g., intermediate skills in the Microsoft Office suite)

 

Preferred Qualifications:

·       Experience with EDMS with strong configuration management functionality

·       Knowledge in generating EDMS reports and performing queries

·       Demonstrated familiarity with a variety of project documents and document processing requirements

·       Previous document control experience in an engineering, construction or operations environment

·       Previous chem-demil experience

·       Previous experience in writing and/or maintaining desktop instructions

·       Familiar with BGCAPP Document Control records and processes (e.g., Maintenance Work Orders, Environmental, Safety & Health records, design documents)
