Overview of role

You will act as a Subject Matter Expert for security within Estates Management and be responsible for developing, implementing and reviewing Estates Management Security Strategy, Policy, Plans and Procedures with a view to reduce cost to the business whilst improving performance efficiencies of operational security delivery. 

You will provide general, premises, personnel, and data security expertise and advice across the business as required, to a portfolio of buildings, projects, programmes, and work assignments. Co-ordinate, control and audit both sled-delivered and contracted out security operations.

Key Accountabilities

• Accountable for pro-actively developing, implementing and continuously reviewing Estates Management Security Policy to ensure it reflects the pan-tfl Executive Security Group vision, mission and values

• Ensure compliance with TfL Standards including GDPR and all other legal and regulatory requirements including CPNI obligations and Police Service advice and guidelines.

• Provide expert advice and support in contract tender and selection processes (in line with specified standards) for provision of physical security Services in guarding, access control and supply of other technological support.

• Lead in investigating security incidents in the estates management portfolio maintaining effective communication/coordination with internal and external stakeholders and communicate recommendations and best practice. 

• Staying informed of changes and trends which may have a direct impact on the business and if necessary, pro-actively enabling the business to cope with the potential impact and advocating continuous improvement initiatives  

• Responsible for auditing of suppliers against contract deliverables working alongside the Commercial team to ensure KPIs are being met and identify and review contract improvement initiatives 

• Responsible for carrying out security audits, risk and vulnerability assessments with view to reducing cost to the business whilst improving performance efficiencies of operational security delivery

Skills, Knowledge & Experience 

Skills

• Able to manage multiple operational issues ensuring the desired outcome is achieved

• Ability to communicate  effectively, both verbally and in writing, with internal and external suppliers and stakeholders

• Influence stakeholders at all levels through negotiating and successfully facilitating joint decision-making across the organisation and as well as work under pressure in a complex political environment 

• Proven investigative skills 

• Ability to write and coordinate strategies and evidence of being able to communicate this at senior management level. This includes presentations to large audiences both internal and external.

Knowledge

• Extensive knowledge of all current security industry legislation including British Security Standards, Legislation 

• A good knowledge of Security Industry Practices and Procedures 

• A thorough understanding of security products and technology

• Knowledge of CCTV, access control, ID/pass production, intruder detection, and other security-related systems

• Knowledge of all aspects of physical, personnel, information security and mitigation measures

• Knowledge of relevant legislation, case law, and security industry good practice.

• Knowledge of CPNI guidance on Critical National Infrastructure protective security. 

• Relevant Degree or professional qualification or equivalent experience.

Experience

• Experience of Security Management within Security Industry

• Experience of managing performance and delivery through external/internal contractors and/or suppliers

• Experience of managing and leading small / wide spread multi disciplinary teams of staff / contractors in a large, complex organisation alongside managing multiple stakeholders to ensure provision of security is delivered to time and on budget 

• Experience of building relationships with, and influencing a range of people at all levels within the organisation

• Experience of UK based policing procedures (or equivalent public sector experience) (Desirable)
