This is an exciting time to join HM Land Registry (HMLR) as we embark on a significant transformation journey which will put our customers at the heart of our service delivery. As Enterprise Design Lead, you will hold a central role to helping the organisation achieve this ambition whilst also building up our enterprise design function in HMLR.
This role sits within our Enterprise Design Hub working closely with colleagues from across all areas of the organisation. We are part of the Transformation Directorate and together we play an essential role in designing and delivering the changes across HMLR to achieve our vision and strategic ambitions.
Within this post you will work closely with HMLR’s Executive Board, Leadership Group and delivery teams. In addition to the many connections you will make across HMLR, this is also an exciting opportunity to join our cross-Government network of peers helping to develop the profession and providing a range of collaboration opportunities.
You will take leadership responsibility in key areas of our design work, building towards a customer led model of delivery ensuring we have a clear multi-year roadmap. Working closely with the customer division and our operations teams as well as our strategy hub, digital and data teams and other subject matter experts, you will be creating the conditions for us to successfully join the dots between our strategic objectives and the work we need to do in our customer facing roles to make that strategy a reality.
We are building an end-to-end design approach drawing in subject matter experts and working collaboratively with our wider design community and programme delivery teams to ensure that our business and customer needs drive our design, planning and investments. This role requires strong stakeholder management and communication skills as well as an appreciation for taking people on the change journey.
You will take a lead role in maturing the enterprise design capability in HMLR by building and promoting design standards and ways of working.
The successful candidate will be required to show a strong understanding of how to manage the transition between strategy, design and delivery. To do this well, the preferred candidate will be able to translate technical concepts and terminology into understandable, accessible messaging. This position holds corporate responsibilities and contributes to decision making across HMLR.
You will be assigned to a contractual ‘home’ office, however we believe that a blended approach to where you work – with some time in the office and some time at home, may give you an improved experience and has clear business benefits to us.
Please note there will be some travel to other HMLR offices, with occasional overnight stays. This will be in line with government advice.

To be successful in this role you will have significant experience of applying enterprise architecture principles and design assurance methods in complex organisations, you will be able to demonstrate working collaboratively and articulating difficult concepts to key stakeholders. You will have extensive and recent experience of developing business cases, while leading on design management within a portfolio/large programme.
