Job Overview: 

The Engineering Manager is responsible for planning and coordinating engineering work on medium-to-large, complex railway projects. Experience in managing and leading multi-disciplinary design teams and coordinating design delivery with procurement, construction, commissioning, and operations groups. Requires a broad knowledge of precedents in the rail industry and all relevant disciplines applicable to rail engineering design with extensive knowledge of field engineering, construction, testing & commissioning (T&C) and bringing into use activities.

 

Responsibilities:

  • In consultation with Manager of Engineering and Chief Engineers, makes the initial selection of personnel assignments for project engineer management team and Engineering Supervisors.
  • Directs and provides technical and administrative guidance to assigned engineers in the management of engineering projects.
  • Reviews staffing plans on all assignments.
  • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  • Participates in project planning to provide technical guidance in the engineering and construction review of proposals.
  • Inputs to, owns and reviews project schedules and approves staffing estimates for engineering personnel for new proposals and jobs as assigned.
  • Keeps informed on the status of all projects involving assigned personnel with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience, and expertise in the solution of difficult problems.
  • Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
  • Reviews major changes or deviations in project scope, project material quantities, budget, or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
  • Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned.
  • Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.

 

Job Knowledge: 

  • Extensive technical knowledge of engineering systems, engineering calculations, applications of engineering methods and materials and applications of software applications to engineering problems.
  • Knowledge of Rail Systems including all railway infrastructure fixed equipment, including track, overhead line, signaling, telecommunications, control center and on-board/mobile signaling and telecommunications equipment.
  • Proficient in system integration approaches for the various engineering and systems engineering disciplines (HVAC, MEP, Rail Systems, Traction Power, Medium & Low Power, Rolling Stock and RAMS).
  • Broad understanding and experience in Technical Risk Assessments (e.g. HAZIDs, HAZOPs, IDCs/IDRs, QRAs) that ensure engineering design and corresponding documentation are in compliance with the associated projects Quality Assurance plan and procedures.
  • Extensive experience in safety assurance methods relating to the technical integrity of rail systems as designed, built, installed, and tested.
  • Proficient knowledge of business unit activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
  • Fully knowledgeable and conversant with AREMA standards.
  • Thorough knowledge of FRA and FTA regulations.
  • Knowledge of CENELEC standards EN50126, EN50128 & EN50129.
  • Excellent communications and interpersonal skills.
  • Proficient in negotiations with client representatives and stakeholders.

 

Basic Qualifications: 

  • Bachelor’s Degree in Engineering from an accredited university or college.
  • 20+ years of experience in design, construction and operation of railway infrastructure, stations, facilities, and/or railway systems.

 

Preferred Qualifications: 

  • Engineering/construction experience of high-speed railway systems is preferred in a medium to large project.
  • Licensed Professional Engineer in California.
