The Major Rail Projects Analysis division is a multi-disciplinary team made up of economists, statisticians, social researchers and transport modellers. We work closely with policy and analytical colleagues within the division, across the Department, HS2 Ltd, Network Rail and with other government departments.
The two roles advertised are based in the High Speed Rail and High Speed Stations and Environmental Analysis sections.
One of the posts will be coordinating the analytical input for the economic case for the Phase 2a Final Business Case. This will require working with other economists, transport modellers and social researchers and involve sharp communication and analytical skills to provide good leadership and support team working. The second post will focus on placed based economic growth opportunities around HS2 stations and on the environmental, including carbon, benefits and costs of HS2.
Both roles offer exciting opportunities to engage with senior leaders and colleagues across High Speed Rail Group, delivery bodies, and the wider DfT community.

Your key duties and responsibilities will include:
• Leading on value-for-money advice, to provide impactful analysis to influence key rail priorities
• Working collaboratively with internal and external partners including analysts and policy teams to develop analysis to inform decisions
• Driving teams to deliver high quality outputs to agreed scope and deadlines, proactively engaging with colleagues to transparently agree assumptions
• Applying transport analysis guidance on appraising future investment decisions, drawing analytical conclusions on outputs from transport, economic, land use and commercial models

You will have the option to be based in our London office attracting the London salary, or in Leeds, or Birmingham attracting the National salary. Occasional travel may be required to attend key meetings or team events.
About You
We are searching for two expert economists with excellent analytical skills, a strong delivery record, experience working with policy colleagues and other analytical teams spanning organisational boundaries.
You will have excellent project management skills who can manage multiple work streams and align project work with business priorities
You will display exceptional interpersonal skills and be a trusted adviser, with the credibility to influence and challenge effectively to manage expectations and gain consensus on complicated areas of policy and will display resilience dealing with ambiguity and uncertainty. With excellent collaborative skills, you will confidently engage to build strong working relationships within your own team, other analytical teams, and a broad range of policy areas across the Department.
You will have effective decision-making skills and enjoy proactively taking the initiative to find solutions to problems.
You must hold a minimum 2:1 Undergraduate degree in Economics, or equivalent that has a proven minimum of 50% of Economic credits.
OR
A master’s qualification in Economics, or equivalent that has a proven minimum of 50% of Economic credits.
You must be a full member of the Government Economic Service to be eligible to apply for this role.
