Project Description:
Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project has multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises. The core construction working hours are between 7 a.m. and 5:30 p.m. Monday through Friday. Work schedule and overtime are to be approved in advance by supervisors.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Role Overview:
Assigned to the Uranium Processing Facility (UPF) Construction organization in a Distribs Field Engineer position.
Responsible for supporting field construction indirect Superintendents and craft within the UPF indirect accounts.
Safely supports assigned construction work in accordance with the UPF Project safety program.
Supports direct hire manual staffing requirements for the indirect scopes of work.
Coordinates established area construction operational plans.
Supports schedules work to be performed and verifies work accomplished in the field.
Monitors work activities, ensures the quality of work performed and performs inspections of installed commodities.
Ensures the most current design document is used to complete the work.
Supports Supervision as they prepare schedules, monitor budget, and develop construction methods / procedures to support indirect site services scopes of work.
Assists subordinate personnel and craftsmen in construction activities within indirect scopes of work.
Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast.
Prepares requisitions for permanent, non-permanent material, and ensures that the craft have the required material to be productive.
Coordinates activities with other disciplines or areas as instructed by construction management.
Monitor job site work rule compliance for direct hire forces.
Ensures that all Project, State and Federal safety codes, requirements and standards are being complied with in assigned area of responsibility.
Supports the coordination and allocation of resources for scheduling, budgeting and tracking of all UPF construction site indirect work including but not limited to the following: Installation, relocation, and maintenance of all temporary offices, warehouses, lay down yards and shops, operation of construction site direct hire labor forces for warehouses, project janitorial, site maintenance, and ice and water delivery, vehicle and construction equipment maintenance and operation, construction tool allocation and accountability program; construction site temporary utilities installation and stored / installed permanent plant equipment maintenance while in the custody of UPF Construction, procurement and tracking of construction site temporary materials and consumables, subcontracts to support project indirect activities.
Ensures all indirect work processes are compliant with project requirements and applicable regulatory codes and standards.
Basic Qualifications:
Level 1: B.S. Degree in Engineering or similar and 6 years of experience or 12 years related experience in lieu of degree.
Level2: B.S. Degree in Engineering or similar and 9 years of experience or 15 years related experience in lieu of degree.
Must be a US Citizen.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment, education and travel.
Must be able to obtain site security badge for access to work site.
Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Minimum Qualifications:
Excellent verbal and written communication skills.
Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is required.
Must have working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard application Programs (BSAPs).
Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.
The candidate should have a good working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as NQA-1 requirements.
Knowledge of environmental compliance standards required on NNSA/DOE projects.
Familiarity with nuclear quality and commercial practice standards is desired.
The candidate provides input into development of the strategy and engineering packages to support construction execution.
Provide clear and precise verbal and written communications with design engineers in order to assist with the project reviews.
Must be familiar with and have working knowledge of the BSAPs Construction Automation work processes.
Understanding of the engineering deliverables and trains others.
This position requires a "Q" clearance; however, all qualified candidates will be considered regardless of their current clearance status.
Preferred Qualifications:
Recent experience as an Instrument/Controls Field Engineer at (piping, mechanical and I&C) at a Bechtel commercial nuclear project (Watts Bar).
Recent experience as a Mechanical Field Engineering at a Bechtel Chemical De-Militarization Project (Blue Grass).
Previous experience as a Mechanical Field Engineer and Site Superintendent.
Previous Bechtel experience with the DOE at the Y-12 or K25 Project.
