The Director, Enterprise Data Governance will report to the Head of Program Performance & Strategy (PPS) within the Cyber & Data Enablement (CDE) department led by the Chief Information Security & Data Officer (CISDO). PPS is the horizontal function within CDE responsible for strategy & business operations, executive and Board reporting, enterprise cybersecurity awareness & data literacy programs, and cross-functional strategic initiatives for the CISDO. At BMS, Enterprise Data Governance is a strategic enterprise priority with an opportunity to achieve real and visible business results while minimizing risk exposure. Responsibilities of the Director, Enterprise Data Governance will include the following:

  • Formalize and operationalize the Enterprise Data Governance function at BMS, by partnering with key stakeholders across the organization (e.g., (e.g., business units, IT, legal, procurement, compliance & ethics, data partnering organizations) to shape, execute, and evolve the data governance capabilities that will enable efficient business data consumption in a secure, governed manner; and bring the values and principles to life across the enterprise

    • Oversee and orchestrate the execution of the enterprise data governance roadmap and report on milestones, achievements, and metrics to executive audiences

  • Drive the development of BMS’ Enterprise Data Governance policies including collaborating with education/awareness team to develop on-going training/awareness for impacted stakeholders

  • Define the expectations for critical data stewardship and governance roles to ensure alignment and understanding of roles and responsibilities across BMS.

  • Define the expectations for enterprise-wide standards across all data domains  

  • Establish, promote, and continuously improve modern data governance policies, standards, processes, and technologies for BMS data to achieve the required level of consistency, quality, and protection to meet overall business needs.

  • Plan and facilitate Executive and Functional Steering Committee cadence, to ensure effective and efficient strategic decisioning and cross-functional deliberation of relevant topics

  • Serve as point of escalation for Enterprise Data Governance issues and ensure timely resolution in alignment with company direction and strategy.

  • Engage with executives plus business unit and enabling functions partners to advance the Enterprise Data Governance mission, with an emphasis on advancing and solutioning strategic business use cases and/or use cases with broad enterprise applicability.

  • Define and facilitate the execution of the Data and AI Ethics program in partnership with key stakeholders across the enterprise, including defining and achieving measures of success.

  • Establish connectivity with Data Architecture and Data Quality teams to ensure alignment of strategies and advancement of foundational data capabilities.

  • Collaborate with the Data Literacy and communications teams to build campaigns that support the execution of data governance at BMS.

  • Partner with Data Protection, Compliance, and Privacy functions to ensure alignment with protection standards, evolving regulations, and compliance requirements into the data governance principles and models

The candidate will work with third party partners and matrixed teams in executing responsibilities outlined above. 

Key Competencies:

10+ years of experience in building and/or leading large-scale programs and strategic initiatives

5+ years of experience in leading matrix teams, managing employees, or overseeing third party vendors

Demonstrated experience in business enablement with tangible business results

Excellent stakeholder management and communication skills, both written and verbal are required

Ideal candidate will have knowledge of data governance practices, business and technology issues related to management of enterprise information assets

Experience communicating and effectively conveying risk-related topics (e.g., data risk management); strong verbal and written “story-telling” skills

Familiarity with industry frameworks associated with data program maturity (e.g., DMBOK, DAMA)

Demonstrated consulting skills, with change management concepts and strategies, including communication, culture change and performance measurement system design

Strong PowerPoint presentation and visualization skills

Must be a self-starter who is comfortable with ambiguity and is motivated by challenge

Growth & forward-looking mindset - Proactive at keeping current with advances with latest trends

Demonstrated experience as a change agent in a large (>5K employees), global organization

Experience leading executive-level committees (SVP or VP)

Demonstrated ability to collaborate with IT and the business

Ability to operate and build consensus in a highly matrixed environment

Nice to Have:

  • Previous experience defining, implementing and managing an enterprise data governance function for a large, global organization

  • Experience in large pharma and/or large healthcare (provider or payer)

  • Experience leading large scale data projects

  • Knowledge of data related government and pharmaceutical regulatory requirements and emerging trends and issues
