The Head of Clinical Trial Business Delivery has primary accountability for strategic visioning and execution of performance measurement, operational governance, and overall delivery of the BMS clinical trial portfolio. By enabling the business through data-driven behavior methodologies, expected outcomes of this role include providing leaders and functions with visibility into ongoing performance, setting expectations for improved performance, and identifying areas of opportunity for cross-functional clinical trial business acumen and action. Areas of focus and deliverables include, but are not limited to: operational Governance forums, risk and issue escalation management, metrics definition, reporting, and action planning, key performance indicator management, goal and objective setting and reporting, cross-functional reporting connectivity, organizational data literacy, systems data quality and integrity, agile development of technology, and reporting solutions, change management, and driving cross-functional accountability. This position has direct interface with all functions of R&D, primarily Research and Development Strategy and Planning (RDSP), Development Teams, Enterprise Information Management (EIM), Information Technology (IT), Business Insights and Analytics (BIA), Biometrics and Data Science (BDS), while partnering closely with leaders across GDO.
Lead strategic visioning and execution of both operational and quality performance by:
Evaluating the larger portfolio, business operating model, external environment, and critical decisions to improve outcomes of performance, quality, and efficiency
Collaborating with and representing all functions of GDO when designing and creating frameworks to address critical business needs and driving visibility to the delivery of the BMS clinical trial portfolio
Designing enablement tools and systems with user experience ease and high utilization and effectiveness outcomes
Improving data literacy and enabling data-driven decision making across GDO and RDSP
Moving data to insights to actions with clear accountability and governance
Lead GDO operational governance by:
Visioning and leading teams to execute GDO operational governance inclusive of GDO Pillar Reviews, GDO Executive Portfolio Review, and functional governance triage
Identifying and actioning appropriate risk and issue escalation pathway definition within GDO and connecting to Enterprise Governance
Establishing reporting capabilities and outputs that are effectively utilized across functions, leader and department forums, GDO, and Enterprise Governance
Drive the operational execution of the clinical trial book of work by:
Increasing understanding and visibility of the ongoing book of work performance to the broader GDO organization and functions within
Evolving predictive understanding of portfolio and trial delivery risk and proactive action
Representing GDO functional perspectives across R&D priorities and the larger book of work
Understanding business needs and questions while triaging and working diligently to
Defining and leading clear accountability measures for clinical trial execution performance
Identifying trends, risk, and issues as leading and lagging indicators with appropriate escalation to leaders across GDO for action and accountability
Enhancing operational data literacy, quality, and transparency
Driving data driven decision making on trials and assets connected to the overall portfolio, improving holistic decisions for GDO effectiveness
Ensure effective data-driven (quantitative and qualitative) decision making in the delivery of clinical trials by:
Representing GDO functional perspectives across large R&D initiatives
Structuring the content required to go into program, protocol, and functional oversight of clinical trial delivery and performance inclusive of definition of measures and governance
Understanding of strategic plans for trial, asset, and portfolio execution with enabling function, data, and technology partnership
Driving appropriate risk and issue escalation framework, enabling functions to perform at higher standards
