Summary

The DEVELOP Directorate leads the development of the Royal Navy’s future warfighting capability and acts as the platform for the through-life capability for all maritime capabilities in order to achieve the optimum mix of present and future warfighting technologies for a modern, global and ready Royal Navy.

DEVELOP is divided into two parts, Strategic Force Development and Capability Sponsorship.

Strategic Force Development is responsible for developing the changing and future demands of our operational commitments as outlined within Defence Plan, Transformation Plan and Navy Command Plan by delivering a more agile and adaptable military capability.

Capability Sponsorship will deliver an ambitious capability portfolio, cohering all capability development programme and project activity across Navy Command. By owning the Capability Management Plan and ensuring the effective prioritisation of resources to meet the Navy’s strategic priorities and outcomes Capability Sponsorship will create a first-class project control and management function across a diverse and complex maritime capability portfolio.

Through the development of future concepts, DEVELOP also leads future thinking beyond these headmarks and seeks to harness DSTL research to exploit the novel, affordable, battle-winning technologies of tomorrow and houses the NavyX Team which is driving innovation throughout the Naval Service. It also leads NCHQ’s Strategic and Maritime Force Development activity, collaborating with US and NATO allies on international capability development.

This position is advertised at 37 hours per week    

Job description

To oversee and manage the identification, development, governance and coordination of new and evolving capabilities required to enable the effective and efficient control and denial of the Maritime Battlespace; as part of the Navy’s Special Access Programmes (SAPs). Once capabilities are agreed these are delivered across all the Defence Lines of Development (DLODs).

The DEVELOP Special Capabilities (SPECAP) Team Leader (TL) is a key role, tasked with developing, leading and managing the Navy SPECAP Team responsible for the Navy SAPs along with overseeing and delivering Navy-wide SPECAP training and operational employment on behalf of Director Develop (Dir DEV).

Responsibilities

  • Lead, oversee and direct the Navy SPECAP Team and manage, develop and oversee the Navy SAP and SPECAP organisation to identify and develop Navy SAPs and deliver optimum subject matter expert (SME) advice to both Navy DEVELOP, Navy OPERATIONS, other single Services (sS), Ministry of Defence (MoD), Partners Across Government (PaG), S&T, Industry and coalition partners.
  • Engage and liaise with all appropriate Navy and external organisations, including PaGs, MOD, Defence Science and Technology Laboratories (DSTL), National Cyber Force (NCF), UK Space Command, RAF and Army SPECAP organisations and coalition and allied partners, regarding all SPECAP activity in support of Director Develop, Commander Operations (COMOPS) and Commander UK Strike Force (CSF). 
  • Oversee and deliver effective SAP / SPECAP training, security clearance, briefings and indoctrination processes for all appropriate Navy personnel and battlestaffs. Provide SPECAP specialist advice and effective SPECAP support to exercises, wargaming and operations, including planning, training and capability employment in the UK and as required with coalition partners. Support washup phases of TTX, exercises and operations on SPECAP issues and capture key lessons and capability gaps, to inform future SAP development.
  • Oversee the Navy SAP Governance organisation, including the Navy OF5 Working Group, 1* Steering Group and 2* Governance Board, providing guidance and support to the secretariat including oversight of the SPECAP Risk Register and associated control artefacts. As required attend all appropriate meetings both in the UK and overseas on behalf of Director Develop, representing Navy at appropriate MOD meetings and representing the Navy at relevant SPECAP / SAP meetings and conferences.
  • Oversee the identification, development, and provision of security advice of all RN SAP / SPECAP capability development / management and force development, ensuring an effective indoctrination process, including a robust and accurate Compartment Access List (CAL), is maintained for all RN SAPs. Oversee the generation and maintenance of Navy doctrine and policies for Navy SPECAP across all strands of Navy activity.
  • Oversee the maintenance of a robust Business Continuity and Emergency Destruction Plan for all RN SPECAP areas to ensure that SPECAP business can continue, or that all classified material, information and equipment is appropriately destroyed in the event of an incident or requirement to do so. Act as the supervising officer and oversee the management, control and maintenance of all F102s held by RN SPECAP and conduct musters and spot checks of classified material as required.
  • As required direct, conduct and assist investigations into SAP security incidents, in partnership with the appropriate military, SAP and service police authorities.
  • Line Management or reporting officer responsibility of the SPECAP Team

  • Attention to detail, discretion and ability to critically evaluate information gathered across multiple sources and provide recommendations on changes / new initiatives.
  • Experience of working in TS / STRAP / SAP environments and working closely with appropriate authorities together with understanding of the associated security requirements.
  • Evidence of strong interpersonal and stakeholder engagement skills with a proven track record of engaging and managing multiple stakeholders, tailoring messages appropriately, influencing others and gaining their agreement and cooperation.
  • Experience working with Partners across Government, industry and coalition partners.

 Desirable Skills:

  • Previous SPECAP / SAP experience would be an advantage.
  • Military Operational Planning experience would be an advantage.
  • Previous training / instructional experience.
  • Agile Scrum experience / understanding would be an advantage.

 

Technical:

  • Experience of working in both SAP and SPECAP environments, SPECAP planner qualified and operational planning experience in a strategic HQ and with coalition partners.
  • Experience of operational planning at both Strategic (MOD) and operational (PJHQ/Single Service) levels, utilising SPECAP capabilities and at least JOPC qualified.
  • Experience of using secure IT and communications systems.
  • Competent in using MS Office tools; Microsoft Excel, MS Project, PowerPoint, Word, Skype and SharePoint.
