Responsibilities
The Department Manager of Internal Talent Mobility for Information Technology (IT) will lead the design, creation, launch, adoption and evolution of the talent network ecosystem. This role will be centered on capturing and engaging employees in an experience that drives optimal performance and the cultural changes necessary to realize the full potential of the mobility practice. The ideal candidate will possess experience in creating a talent network of internal mobility practices leveraging innovative approaches, and strong vendor partnerships to develop capabilities that promote employee skill and career development; facilitate connections with mentors and provide managers a vehicle to support employee experiences through projects and assignments. The ideal candidate will have demonstrated the ability to drive efforts resulting in large-scale, cultural changes by leveraging strong strategic collaboration and influencing skills. In addition, it will be imperative to have proven experience building relationships and maintaining thoughtful partnerships to garner buy-in and commitment for the network.
Role Objectives:
Collaborates with IT leaders, sponsors, and stakeholders to:
Design the overarching talent network roadmap and ensure stakeholder and sponsor input is embedded in key decisions
Implement a talent network platform including conducting a pilot to confirm approach/practices, and then scaling across IT globally
Define employee movement approach and policies (time-in-role requirements, project-based options, non-traditional career pathing) based on employee experience, qualifications, education, capabilities, aspirations, and skills
Evolve internal mobility practices (search, hiring, onboarding and movement of internal talent from role to role) to focus on career advancement
Create and progress an orientation from ‘jobs’ toward skills (assessment, development, internal job movement), and partners closely with other Talent functions (Acquisition, Learning, Diversity) to define and evolve our philosophy around skill management
Define data needs, dashboards, and analysis to assess overall ITN impact against key talent indicators
Craft a technology roadmap and connections between marketplace and other HR solutions
Pilot and scale a skill-based perspective on talent and work with various platform owners to drive scale and integration (e.g. hiring, internal mobility, part-time gigs, learning solutions)
Serves as a trusted advisor/consultant to the business by building the necessary relationships to prepare and influence the development of the talent network
Completes the necessary change activities to infuse a talent network approach across IT and keeps sponsors and stakeholders informed
Partners with external vendors, where appropriate and manages forecast and vendor agreements
Builds and maintains an environment of equal employment opportunity, diversity, and inclusion in support of the company’s diversity strategy
Collaborates with various HR and communications partners to create a communications launch plan and continuous messaging to drive awareness, knowledge, and engagement in the talent network
Responsible for building and developing the team to achieve the goals and objectives identified; directs people management activities including career planning/support, training, interviewing, hiring, rewarding, disciplining, and performance and salary reviews
Keeps pace with IT business priorities so that the talent network and processes are integrated and deliver immediate value
Stays abreast of emerging learning trends, industry shifts, and ties to organization development to appropriately challenge and evolve our way of thinking.

Qualifications
Required Qualifications:
Must be presently authorized to work in the U.S. without a requirement for work authorization sponsorship by our company for this position now or in the future
Must be committed to incorporating security into all decisions and daily job responsibilities
8+ years of relevant experience
Previous experience in workforce planning and/or resource utilization practices
Proven success in the design, development, and delivery of innovative programs
Must exhibit a leadership style that exhibits strategic thinking, collaboration, direct communication, and results orientation
Must have the ability to position oneself effectively as a thought leader in the areas of IT Strategy and talent network by communicating related concepts with poise
Must have experience in developing and driving strategic, operational, and tactical plans
Must have proven reputation of positive impact and driving change
Must have the ability to work in ambiguity and complexity; agile, and able to adapt to rapidly to changing business environment
Must be resolute, diplomatic, highly flexible, well organized and detail oriented
Excellent communication skills with the ability to collaborate, engage and inspire employees at all levels of the organization
Proven experience quickly establishing effective partnerships and relationships across a large organization
Possess a high degree of executive presence and influence
