Duties

Independently plan, develop, and conduct worldwide criminal investigations of large-scale computer intrusions, related national security threats, and other serious cyber crimes.

Analyze complex data, obtains and executes subpoenas, search warrants, arrest warrants; processes crime scenes, and collects evidence.

Identify investigative leads and determines the best methods to follow those leads in order to identify, arrest, and prosecute the responsible parties.

Conduct proactive cyber crime prevention surveys to identify vulnerabilities before they can be exploited by criminals.

Review and prepare interim or final reports of felony criminal investigations detailing the multifarious, contributing cause or causes and expert recommendations to prevent similar future occurrences.

Maintain pertinent statistical and management data on internal investigations

You will be required to provide proof of U.S. Citizenship.

Two year trial/probationary period may be required.

Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Must agree in writing to comply with management-directed permanent change of station (PCS) movement to meet mission requirements.

Must possess a valid motor vehicle operator’s license at the time of appointment, must maintain license while employed in the position, and will be required to operate a motor vehicle.

Must qualify with and carry a firearm

Must sign DA Form 5019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter. Position is subject to random drug testing.

Must have completed the CID Basic Special Agent Course, Federal Law Enforcement Training Center, Criminal Investigator Training Program, or equivalent prior to or within 1 year of employment. Failure to do so will result in removal from employment.

This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

A medical examination for Criminal Investigation Series 1811 is required.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience is defined as:

GS-11: One year of specialized experience in planning, developing, and conducting criminal felony computer related investigations at the GS-09 level. GS-12: One year of specialized experience assisting in planning, developing, and conducting cyber related criminal felony investigations at the GS-11 level.

GS-13: One year of specialized experience in planning, developing, and conducting large-scale cyber-crime criminal felony investigations at the GS-12 level.

Law Enforcement Availability Pay (LEAP): LEAP in the amount of 25% has been approved for this position. Applicants must agree to work an average of two hours extra per day to meet the requirements for LEAP as described in 5 U.S.C.5545a(d)(1).

PHYSICAL REQUIREMENTS: Incumbent may plan and participate in Protective Service Missions and undercover functions such as surveillance and “sting” operations. Performance of these kinds of duties requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Applicants must possess sufficiently good vision, with or without glasses, each eye, in order that they may perform the duties satisfactorily. Near vision, glasses permitted, must be acute for the reading of printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of the position are exacting and responsible, and involve the activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition which would cause the applicant to be a hazard to him/herself or to others will disqualify him/her for appointment.

Education

Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below (Note: You must attach a copy of your transcripts.):

GS-11: Ph.D. or equivalent doctoral degree, or completed 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M. degree from an accredited college or university in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position that would otherwise substitute for specialized experience.

Combining Education and Experience:

GS-11: Having some specialized experience, but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semesters hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

For the GS-12 and GS-13 position, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

This is a Career Program (CP) 19 – Physical Security and Law Enforcement position.

Locality pay does not apply in the overseas area.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.

Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
